Background material for the April 27, 2009 Government meeting

The Government of the Russian Federation at its meeting on April 27, 2009 adopted the following decisions on the items on its agenda.

I. The progress in the implementation of measures to support the labour market and provide social support with regard to the changed situation in the labour market.

1. The Ministry of Healthcare and Social Development of the Russian Federation, in cooperation with federal executive bodies concerned, received the following directives:

  • to monitor the implementation of regional programmes that envision additional measures to ease tensions in the labour market in constituent entities of the Russian Federation, reporting to the Government on the results of this monitoring, by the 20th of each month following the accounting period;
  • to develop and submit to executive bodies of constituent entities of the Russian Federation a monthly report form for the assessment of the efficiency of programme implementation in the regions, as well as explanatory notes to clarify issues regarding the introduction of changes in the regional programmes, taking account of the changing situation in the labour markets in constituent entities of the Russian Federation.

The results of this work are to be submitted to the Government by May 20, 2009.

2. Following the results of monitoring in regional organisations, the Ministry of Regional Development, the Ministry of Economic Development, the Ministry of Industry and Trade and the Ministry of Healthcare and Social Development are to submit to the Government proposals on maintaining employment in corresponding mono-structures taking into account new jobs, including those in investment projects.

3. The Ministry of Healthcare and Social Development, the Ministry of Regional Development, the Ministry of Economic Development and the Ministry of Finance are to submit by July 1, 2009 to the Government proposals to assist people with relocation to permanent or temporary places of residence for the purpose of employment.

4. The Ministry of Economic Development and the Ministry of Healthcare and Social Development, in cooperation with federal executive bodies concerned, are to prepare proposals on improving the forms of state statistical supervision of creation and abolition of jobs.

The results of this work are to be submitted to the Government by May 20, 2009.

5. The Ministry of Transport, in cooperation with the Ministry of Healthcare and Social Development and the Ministry of Finance, is to consider an issue which was brought up at the meeting and concerns the possibility of retraining unemployed civil aircraft crew members, and to report on the results to the Government in accordance with the established procedure.

6. Heads of executive bodies of constituent entities received the following directives:

  • to carry out personal control over the implementation of regional programmes that envision additional measures to ease tensions in the labour market, efficient targeted allocation of funds, paying special attention to the situation in towns' backbone companies and in corresponding mono-structures and residential areas, where the labour market situation is critical;
  • to ensure timely decision-making to avert social tensions in the regions, to keep employment at its current level and maintain the current level of income of the employees who are under the risk of dismissal, and to employ them;
  • to organise the primary employment (retraining) of graduates of vocational training schools of all levels;
  • to submit monthly reports in accordance with the established procedure to the Ministry of Healthcare and Social Development by the 10th of each month following the accounting period on the progress in the implementation and assessment of programme effectiveness in the regions.

II. The project The Development of the Pension System from the list of projects for the implementation of the Guidelines for the Activities of the Russian Government through 2012.

1. The Government approved most provisions of the blueprint The Development of the Pension System.

2. Following a discussion, the Ministry of Healthcare and Social Development was tasked to complete the aforementioned blueprint within ten days, specifying the project's aims and tasks that concern the stimulation of optional pension accruals and the development of the funded pension part project of the mandatory pension insurance system, to approve it in accordance with the established procedure and to report to the Government of the Russian Federation.

III. The draft federal laws On Insurance Payments to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation and Mandatory Health Insurance Funds, and On Introducing Changes to Several Legal Acts of the Russian Federation and Acknowledging the Expiration of Several Legal Acts (Provisions) of the Russian Federation Following the Adoption of the Federal Law On Insurance Payments to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation and Mandatory Health Insurance Funds.

1. The Government approved the draft federal laws On Insurance Payments to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation and Mandatory Health Insurance Funds, and On Introducing Changes to Several Legal Acts of the Russian Federation and Acknowledging the Expiration of Several Legal Acts (Provisions) of the Russian Federation Following the Adoption of the Federal Law On Insurance Payments to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation and Mandatory Health Insurance Funds, and decided to introduce them to the State Duma in accordance with the established procedure by May 1, 2009.

2. The Ministry of Finance and the Ministry of Economic Development, in cooperation with the federal executive bodies concerned, are to once again work out proposals on applying financial mechanisms that make it possible to avoid an increase in the tax burden on small and medium-sized businesses, which are currently subject to preferential and specific tax treatment.

The proposals are to be submitted to the Government in accordance with the established procedure.

IV. The draft federal law On Introducing Changes to Article 23 of the Federal Law On Judicial Community Bodies in the Russian Federation.

The Government approved the draft federal law On Introducing Changes to Article 23 of the Federal Law On Judicial Community Bodies in the Russian Federation, and decided to introduce it to the State Duma in accordance with the established procedure.

V. The draft federal law On Introducing Changes to Article 5 of the Federal Law On Science and the State Scientific and Technical Policy.

The Government approved the draft federal law On Introducing Changes to Article 5 of the Federal Law On Science and the State Scientific and Technical Policy, and decided to introduce it to the State Duma in accordance with the established procedure.

VI. The draft federal law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Democratic People's Republic of Korea for Temporary Labour Activity of Citizens of Either State on the Territory of the Other State.

The Government approved the draft federal law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Democratic People's Republic of Korea for Temporary Labour Activity of Citizens of Either State on the Territory of the Other State, and decided to introduce it to the State Duma in accordance with the established procedure.

VII. Introducing Changes to the Provisions on the Ministry of Economic Development of the Russian Federation.

1. The Government adopted a draft resolution on this issue.

2. The Ministry of Economic Development is to approve within a week the standard form of documents used by state control (supervision) and municipal control bodies when carrying out audits of legal entities and self-employed entrepreneurs.

VIII. Establishing an organising committee to prepare and carry out celebrations of the 1000th anniversary of the unification of the Mordovian people and the peoples of Russia, and approving its composition.

The Government adopted a draft executive order on this issue following a discussion.

IX. Establishing an organising committee to prepare and carry out celebrations of the 350th anniversary of Buryatia's voluntary unification with Russia, and approving its composition.

X. Establishing the Government Commission on Prevention of the Infiltration and Spread on the Territory of the Russian Federation of Diseases Caused by Highly Pathogenic Influenza Viruses.
