The Presidium of the Government of the Russian Federation at its meeting on April 23, 2009 adopted the following decisions on the items on its agenda.
1. Draft Climate Doctrine
The Government of the Russian Federation took into consideration the report of Minister of Natural Resources and Environmental Protection Yuri Trutnev on the issue. The Ministries of Natural Resources and Environmental Protection, Economic Development, and Finance along with the Ministry of Justice and other relevant federal executive agencies have been instructed to submit to the Government, in line with the established procedure, the draft Presidential decree on approving the Climate Doctrine for further submission to the President.
2. Formation of a Customs Union among the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation
The Government of the Russian Federation took into consideration the report of Minister of Economic Development Elvira Nabiullina on the issue.
The Government approved the activities of the Ministry of Economic Development and relevant federal executive agencies toward formation of a Customs Union among the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation.
The Government approved the proposed timeline for the formation of a single customs territory in the period between 2010 and 2011.
The Ministry of Economic Development and relevant federal executive agencies have been instructed to complete the implementation of measures toward the formation of the Customs Union in accordance with the resolution of the EurAsEc Intergovernmental Council of October 6, 2007 № 1.
3. Measures on additional social support for certain categories of coal industry employees
The Government approved, with due account of the discussions held, the draft federal laws On Additional Social Support for Certain Categories of Coal Industry Employees and On Introducing Amendments to Certain Legislative Acts Due to the Adoption of the Federal Law On Additional Social Support for Certain Categories of Coal Industry Employees and instructed to submit them to the State Duma.
4. Providing subsidies for the Russian Federation constituent entities' budgets to co-finance healthcare construction projects in the state ownership of the constituent entities which were not included in the Federal Targeted Programmes, financed from the budgets of the constituent entities; or for provision of appropriate subsidies from the constituent entities' budgets to co-finance healthcare construction projects in municipal ownership which were not included in the Federal Targeted Programmes, financed from local budgets.
The Government took into consideration the report of Minister of Health and Social Development Tatiana Golikova on the issue.
The Government adopted, with due account of the discussions held, the draft Government resolution on the issue.
The Government instructed relevant federal executive agencies to accelerate the submission, in accordance with the established areas of expertise, to the Government of the draft acts on granting federal budget subsidies in 2009 for the Russian Federation constituent entities' budgets to co-finance capital construction facilities in the state ownership of the constituent entities which were not included in the Federal Targeted Programmes, financed from the constituent entities budgets; and/or for provision of appropriate subsidies from the constituent entities' budgets to co-finance capital construction facilities in municipal ownership which were not included in the Federal Targeted Programmes, financed from local budgets.
5. Draft federal law On Introducing Amendments to Articles 4 and 21 of the Russian Federation Law on State Secrets
The Government approved the draft federal law On Introducing Amendments to Articles 4 and 21 of the Russian Federation Law on State Secrets and instructed to submit it to the State Duma.
6. Introducing amendments to the Provisions on the Ministry of Sport, Tourism, and Youth Policy
The Government adopted a draft resolution on the issue.
7. Introducing amendments to the Provisions on the Ministry of Economic Development
The Government adopted a draft resolution on the issue.
8. Introducing amendments to the Provisions on the Federal Agency for State Property Management
The Government adopted a draft resolution on the issue.
9. Introducing amendments to the Provisions on the Federal Agency for Sea and Inland Water Transport
The Government adopted a draft resolution on the issue.
10. Submitting for the President's signature the Agreement between the Russian Federation and the Republic of Columbia on Mutual Legal Assistance in Criminal Cases
The Government adopted a draft resolution on the issue.
11. Improving the Government's legislative activity
The Government adopted, with due account of the discussions held, a draft resolution on the issue.
12. Allocating budget funds to the Government of the Republic of Dagestan from the Federal Government reserve fund for prevention and relief of emergency situations and natural disaster consequences.
The Government adopted a draft executive order on the issue.
13. Allocating budget funds to the Government of Chechen Republic from the Federal Government reserve fund for prevention and relief of emergency situations and natural disaster consequences.
The Government adopted a draft executive order on the issue.
