The Government of the Russian Federation at its meeting on March 10, 2009, adopted the following decisions on the items on its agenda.
1. Amending the Budgetary Code and Some Legislative Acts of the Russian Federation.
The Government approved a draft federal law On Amending the Budgetary Code and Some Legislative Acts of the Russian Federation, with due account taken of the relevant discussion and specific provisions on suspending the Budgetary Code's norms as regards restrictions on the sources of financing the federal budget deficit, and ruled to submit the document to the State Duma in line with the established procedure.
The Ministry of Finance and the Ministry of Economic Development were instructed to finalise the relevant procedure for preparing amendments to the federal law on the federal budget, in case the budget's revenues, other than oil and gas revenues, plunge by more than 15% as compared to the volume of revenues approved by the federal law on the federal budget, and to report their findings to the Government in line with the established procedure.
The Ministry of Finance, the Ministry of Regional Development and the Ministry of Education and Science were instructed to examine the issue of reimbursing the state corporation, Foundation for Facilitating the Housing and Municipal Utilities Reform, and the state corporation, Russian Nanotechnology Corporation, for the property contribution assets returned by them to the federal budget in 2009, while formulating the 2010-2011 federal budget.
2. The Draft Federal Law On Declaring Null and Void Article 42.2 of the Federal Law On Narcotic Drugs and Psychotropic Substances.
The Government approved the Draft Federal Law On Declaring Null and Void Article 42.2 of the Federal Law On Narcotic Drugs and Psychotropic Substances and ruled to submit the document to the State Duma in line with the established procedure.
3. Amending Some Legislative Acts of the Government of the Russian Federation.
The meeting approved the Government's draft resolution on this issue.
4. Amending the Regulations on the Ministry of Education and Science of the Russian Federation.
The meeting approved the Government's draft resolution on this issue.
5. On the Federal Service for Supervision of Communications, Information Technology and Mass Media.
The meeting approved the Government's draft resolution on this issue.
6. Amending the Regulations of the Federal Communications Agency.
The meeting approved the Government's draft resolution on this issue.
7. Signing an Agreement Between the Government of the Russian Federation and the Inter-State Humanitarian Cooperation Foundation of CIS States on the Terms of Its Stay in the Russian Federation.
The meeting approved the Government's draft executive order on this issue.
8. Allocating budgetary funding from the Reserve Fund for Disaster Relief and Preventing Natural Disasters of the Government of the Russian Federation to the Government of the Republic of Sakha (Yakutia) and issuing state housing certificates to the Government of the Republic of Sakha (Yakutia), which is to issue them to individuals who have lost their homes as a result of the 2008 spring and summer floods in the Republic.
The meeting approved the Government's draft executive order on this issue.
9. Allocating budgetary funding from the Reserve Fund for Disaster Relief and Preventing Natural Disasters of the Government of the Russian Federation to the Government of the Stavropol Territory.
