Government meeting press release (December 22, 2008)

At its December 22, 2008 meeting, the Government adopted the following decisions on the items on the agenda.

1. The draft state defence order for 2009 and the planning period of 2010 and 2011

The Government adopted a draft resolution on this issue, instructing that the state defence order for 2009 be placed by March 31, 2009 within the limits of budgetary obligations made known by the Finance Ministry.

The Government instructed:

• federal bodies of executive authority (main managers of the federal budget) - state clients of the state defence order, jointly with the Finance Ministry, to give priority to the state defence order when setting the limits of budgetary obligations;

• the Finance Ministry to approve and make known by March 31, 2009 the limits of budgetary obligations for 2010-2011 for the fulfilment of the state defence order;

• the Government Military Industrial Commission to coordinate the efforts of federal bodies of state authority - state clients of the state defence order to ensure timely placement of the state defence order, to organise monitoring of its fulfilment and take the necessary measures to increase the effectiveness of using federal budgetary funds allocated for these purposes.

2. Introducing amendments to the regulations of federal bodies of executive authority for the purpose of implementing Federal Law No. 160-FZ of July 23, 2008 On Introducing Amendments to Certain Legislative Acts of the Russian Federation Relative to Improving the Exercise of Authority by the Government of the Russian Federation

The meeting adopted a draft Government resolution On Introducing Amendments to Certain Acts of the Government of the Russian Federation.

3. Introducing amendments to the Administrative Offences Code of the Russian Federation, Federal Law On Protection of Competition, and certain other legislative acts of the Russian Federation

The meeting debated and approved drafts of the following federal laws: On Introducing Amendments to the Federal Law On Protection of Competition, On Introducing Amendments to the Administrative Offences Code and Some Other Legislative Acts of the Russian Federation, and On Amending Certain Legislative Acts of the Russian Federation Following the Adoption of the Federal Law On Protection of Competition. The Government instructed that they be submitted to the State Duma in line with the established procedure.

The Government instructed:

• the Federal Anti-Monopoly Service, the Economic Development Ministry, the Interior Ministry, and the Ministry of Justice, with regard to the discussion held, to prepare and submit to the Government within one day a draft of a federal law on amending Article 178 of the Criminal Code of the Russian Federation with a view to specifying the elements essential to a crime in the sphere of competition;

• the Federal Anti-Monopoly Service, together with the Economic Development Ministry, to additionally look into the method by which the anti-monopoly body establishes a monopoly high price when preparing the Federal Law On Introducing Amendments to the Federal Law On Protection of Competition for a second reading in the State Duma.

4. The draft federal law On Invalidating Certain Provisions of Legislative Acts of the Russian Federation on the Legal Status of Foreign Nationals in the Russian Federation

The Government approved the draft Federal Law On Invalidating Certain Provisions of Legislative Acts of the Russian Federation on the Legal Status of Foreign Nationals in the Russian Federation. It was instructed that the draft be submitted to the State Duma in line with the established procedure.

5. The draft Federal Law On Ratification of the Protocol to the Convention Between the Government of the Russian Federation and the Government of the Czech Republic On Avoidance of Double Taxation and Prevention of Tax Evasion with Respect to Taxes on Income and Capital

The Government approved the draft Federal Law On Ratification of the Protocol to the Convention between the Government of the Russian Federation and the Government of the Czech Republic On Avoidance of Double Taxation and Prevention of Tax Evasion with Respect to Taxes on Income and Capital. The Government instructed that it be submitted to the State Duma in line with the established procedure.

6. Introducing an amendment to Resolution of the Government of the Russian Federation No. 159 of April 6, 2004

The meeting adopted a draft of a Government resolution on this item.

7. Introducing amendments to the Regulations on the Ministry of Healthcare and Social Development of the Russian Federation and Regulations on the Federal Supervision Service for Healthcare and Social Development

The meeting adopted a draft of a Government resolution on this item.

8. Allocating budgetary funding to the Government of the Sakha Republic (Yakutia) from the reserve fund of the Government of the Russian Federation for prevention and relief of emergency situations and natural disasters

The meeting adopted a draft of a Government executive order on this item.

9. Allocating funding to the Administration of the Sakhalin Region, partially to cover the expenses involved in disaster relief following the August 2, 2007 earthquake in the area of the Nevelsk District, Sakhalin Region, from the reserve fund of the Government of the Russian Federation for the prevention of emergency situations and disaster relief, to render victims financial aid following the loss of their property and based on court decisions.

The meeting adopted a draft of a Government executive order on this item.

The Government instructed the Emergencies Ministry and the Ministry of Regional Development, together with the Administration of the Sakhalin Region, to take exhaustive measures to complete the rendering of financial aid and the issuing of state housing certificates to victims of the August 2, 2007 earthquake in the area of the Nevelsk District, Sakhalin Region.
