The Presidium of the Government of the Russian Federation at its meeting on December 1, 2008, adopted the following decisions on the items on its agenda:
1. The draft strategy for developing the financial market of the Russian Federation until 2020
The Government approved the draft strategy for developing the financial market of the Russian Federation until 2020 with amended provisions on the creation of a central depository, a vertically integrated exchange holding and the formation of an obligatory compensation system in the financial market.
The Government instructed:
- the Finance Ministry, the Ministry of Economic Development and the Federal Financial Markets Service, in preparing the Guidelines for the Tax Policy for 2010 and for the Planning Period 2011 and 2012 to additionally consider the issue of improving the regime of levying the value added tax on the participants in the financial market and transactions with financial instruments, the profit tax on organisations that participate in the financial market and on organisations and individuals with regard to incomes derived from transactions with financial instruments;
- the results to be reported to the Government by February 2009;
- the Federal Financial Markets Service, the Ministry of Economic Development, the Finance Ministry with the participation of the Bank of Russia and with due account of the earlier instructions of the Government, to develop and submit to the Government by June 1, 2009 draft federal laws aimed at creating a system of prudential supervision over the professional participants in the securities market, as well as the regulation of the procedure of paying compensations to citizens in the securities market.
2. The draft federal law On Counteracting Improper Use of Insider Information and Market Manipulation
The Government approved the draft federal law On Counteracting Improper Use of Insider Information and Market Manipulation and has decided to submit it to the State Duma with amendments for the second reading of the proposals pertaining, among other things, to the powers of the federal executive body in the field of financial markets and the mechanism of liability for violating the rules of the use of insider information in transacting deals.
3. The draft federal law On Introducing Amendments to the Criminal Code of the Russian Federation and Article 151 of the Criminal Procedure Code of the Russian Federation
The Government approved the draft federal law On Introducing Amendments to the Criminal Code of the Russian Federation and Article 151 of the Criminal Procedural Code of the Russian Federation and decided to submit it to the State Duma.
4. The draft federal law On Navigation Activity
The Government approved the draft federal law On Navigation Activity and decided to submit it to the State Duma.
5. The draft federal law On Amending the Russian Federation's Legislative Acts Pertaining to the Issue of Permits for Ship and Onboard Radio Stations
The Government approved the draft federal law On Amending the Russian Federation's Legislative Acts Pertaining to the Issue of Permits for Ship and Onboard Radio Stations and decided to submit it to the State Duma.
5. Aspects of the activities of the Ministry of Sport, Tourism and Youth Policy
The Government approved a draft resolution on the above issue.
6. Amendments to the federal targeted programme The Development of the Penitentiary System in 2007-2016
The Government approved a draft resolution on the above issue.
7. Amendments to Government resolutions No. 203 and No. 330 dated April 8, 2004 and June 30, 2004
The Government approved a draft resolution on the above issue.
8. The celebration in 2009 of the 200th anniversary of the Waterways and Land Transport Directorate and the Institute of the Railway Engineering Corps
The Government approved the draft executive order on the above issue.
