The meeting discussed draft regulations aimed at cutting down excessive government control (supervision) of small and medium enterprises, notably by reducing the number of audits.

The meeting discussed draft regulations aimed at cutting down excessive government control (supervision) of small and medium enterprises, notably by reducing the number of audits. The drafts would replace (in the main) mandatory certification with the producer's guarantee of the quality of his products and replace licensing of certain types of activities with ensuring liability or granting financial guarantees. The draft laws would for the most part require new businesses to notify the Government of the start of their activities, while the number of required permits would be cut down.

The draft laws were developed pursuant to the decree of the President of the Russian Federation On Urgent Measures to Eliminate Administrative Restrictions on Entrepreneurial Activities, the directives of the President of the Russian Federation and the Government of the Russian Federation.
