Speaking about the Concept of Russia's Development to the year 2020, the First Deputy Prime Minister said: "Most of the document is ready, but there are some important blocks to which there are still no answers."

The country's leadership has set the deadline for developing Concept-2020 for the autumn of 2008, Mr Shuvalov said.

He said that these are challenges that must be tackled if we are to address the larger question of the country's development in the medium and long term.

The challenges have to do, among other things, with pensions and public healthcare, the First Deputy Prime Minister said.

"People try to find ways to tackle these challenges and vote for the parties that offer the best solutions," he said.
