At its meeting on August 11, 2008 the Presidium of the Russian Government made the following decisions on the items on its agenda.

1. On Organising Relief to the Victims of the Georgia-South Ossetia Conflict
The Presidium of the Russian Government took note of the reports by First Deputy Minister of the Russian Federation for Civil Defence, Emergency Situations and Liquidation of the Aftermath of Natural Disasters, the Minister of Health and Social Development of the Russian Federation, the Minister of Education and Science of the Russian Federation, the Director of the Federal Migration Service, the Minister of Communications and the Mass Media of the Russian Federation, the Minister of Transport of the Russian Federation, the Minister of Regional Development of the Russian Federation, and the Deputy Chairman of the Government of the Russian Federation - Minister of Finance, on the above issue.

The meeting instructed the heads of corresponding executive power bodies, in light of the discussion and directives given at the meeting, to ensure the necessary measures to bring relief to the victims of the Georgia-South Ossetia conflict.

They are to report the results of their work promptly to the Government of the Russian Federation.

The Presidium of the Government of the Russian Federation at its meeting passed the following draft acts:

draft resolution of the Government of the Russian Federation On the Support in 2008 of the Citizens Who Temporarily Left their Permanent Places of Residence on the Territory of South Ossetia and Are in Temporary Accommodation on the Territory of the Russian Federation;

draft executive order of the Government of the Russian Federation on granting a subsidy to the budget of the Republic of North Ossetia in support of measures to ensure balanced budgets of the constituent members of the Russian Federation;

draft executive order of the Government of the Russian Federation on granting a subsidy to the budget of the Republic of North Ossetia-Alania in 2008 for the purpose of targeted social assistance to non-working pensioners (citizens of the Russian Federation) who have suffered as a result of the Georgia-South Ossetia conflict.

The Russian Defence Ministry, the Russian Finance Ministry, in conjunction with the other federal executive power bodies concerned, have been given 24 hours to submit to the Government of the Russian Federation agreed proposals on raising the money allowances of the servicemen involved in the mission to ensure the security of and to protect the citizens of the Russian Federation living in the Georgia-South Ossetia conflict zone throughout the period of the peace-keeping operation, as well as members of their families.

2. On the draft federal targeted programme Improvement of the System of Filling the Positions of Sergeants and Soldiers by Servicemen Transferred into Military Service under Contract and Transition to the Filling of the Positions of Sergeants in the Armed Forces of the Russian Federation, other troops, military units and bodies, as well as shipboard personnel of the Russian Navy with servicemen who are serving under contract (2009-2015).

The meeting adopted a draft resolution of the Government of the Russian Federation on the said issue.

3. On the draft federal law On Introducing Amendments to Selected Legislative Acts of the Russian Federation in connection with the adoption of the federal law On State Civil Service in the Russian Federation.

The Presidium of the Russian Government approved the draft federal law and decided to submit it to the State Duma.

4. On signing the Agreement between the Government of the Russian Federation and the Eurasian Development Bank on the Terms of the Stay of the Eurasian Development Bank on the Territory of the Russian Federation.

The meeting adopted a draft Government Executive Order on the issue.

5. On introducing amendments to selected acts of the Government of the Russian Federation on the activities of the Ministry of Education and Science of the Russian Federation.

The Presidium of the Russian Government adopted a draft executive order of the Government of the Russian Federation on the said issue.
