The Presidium of the Government of the Russian Federation at its meeting on June 16, 2008 made the following decisions on the issues on its agenda:

1. On the Progress of the Federal Targeted Programmes and the Implementation of the Federal Targeted Investment Programme for the First Quarter of 2008.

The meeting took note of the report on said issue by Deputy Minister of Economic Development of Russia, Andrei Belousov.

It has been decided to instruct the federal executive bodies which place orders for federal targeted programmes, as well as construction projects and facilities for federal needs to take the necessary measures to eliminate the lag in the financing of federal targeted programmes as well as construction projects and facilities for federal needs that developed in the first quarter of 2008 and by the end of June 2008 to ensure the completion of the following tasks:

- the main agents disposing of the federal budget assets, by agreement with the subjects of budget planning, the Ministry of Economic Development and the Finance Ministry, shall distribute budget investments by object as part of comprehensive measures included in the list of construction projects and facilities for federal needs in 2008 financed from budgetary allocations for budgetary investments in the projects of capital construction of state property of the Russian Federation included in the Federal Targeted Investment Programme;

- signed agreements on the granting in 2008 of federal budget subsidies to the budgets of the constituent entities of the Russian federation for the purpose of co-financing capital construction of state property of the constituent entities of the Russian Federation and (or) for the granting of corresponding subsidies from the budgets of the constituent entities of the Russian Federation to local budgets for the purpose of co-financing the capital construction of objects of municipal property.

The Ministry of Economic Development, the Finance Ministry, the Ministry of Regional Development and the Ministry of Education and Science have been instructed to ensure coordination of the activities of the federal executive bodies in carrying out this work and to report back to the Government of the Russian Federation under fixed procedure before August 1, 2008.

It has also been decided to instruct the Ministry of Economic Development, the Finance Ministry and the Ministry of Regional Development, in conjunction with the other federal executive bodies concerned, to submit to the Government of the Russian Federation before June 26, 2008 the necessary amendments to the federal targeted programmes in connection with the change in the system and structure of federal executive bodies.

The Government of the Russian Federation has charged the federal bodies of executive power that place orders on behalf of the state (state coordinator-customers) for federal targeted programmes, the Ministry of Economic Development, the Finance Ministry, the Ministry of Regional Development and the Ministry of Education and Science with adjusting the federal targeted programmes in accordance with the changes made in 2008 to the parameters of their financing as well as the new procedure of granting subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the purpose of co-financing projects of capital construction of state property of the constituent entities of the Russian Federation and (or) for granting corresponding subsidies from the budgets of the constituent entities of the Russian Federation to local budgets for the purpose of co-financing municipal property capital construction projects.

One month has been given to send to the Ministry of Economic Development the drafts of relevant acts of the Government of the Russian Federation on introducing amendments to the federal targeted programmes agreed upon with the federal bodies of executive power concerned.

The said drafts shall be submitted under the fixed procedure to the Government of the Russian Federation by the Ministry of Economic Development within two months.

The Finance Ministry, the Ministry of Economic Development jointly with the Ministry of Industry and Trade and other federal executive bodies concerned have been instructed to further study the issue of the procedure of granting budget investments to legal entities that are not government and municipal institutions, and to duly submit the draft of a corresponding act to the Government of the Russian Federation before June 23, 2008.

The meeting of the Government Presidium also decided to charge the Ministry of Economic Development, the Finance Ministry, the Ministry of Regional Development and the Ministry of Education and Science in conjunction with the other federal executive bodies concerned with preparing proposals on the following issues:

- the application, in implementing the programme measures and building facilities for federal needs, of the principles of project management and financing, enhancement of the responsibility of state customers for timely and proper fulfilment of the programme measures and construction of facilities for federal needs, as well as the possibility of awarding by tender the management of federal targeted programmes to organisations that have experience working with investment projects;

- improvement of the system of assessing the performance of the programmes, including, if necessary, adjusting the indicators and benchmarks for the analysis of the social and economic effectiveness of federal targeted programmes.

The results of fulfilling the instructions shall be reported back to the Government of the Russian Federation before August 15, 2008.

The Presidium of the Russian Government has instructed the Ministry of Defence and the Ministry of Sports and Tourism to duly submit for government approval the programmes due to be financed out of the federal budget in 2009.
