The Government of the Russian Federation at its meeting on June 5, 2008 made the following decisions on the items on the meeting agenda.

1. On the results of the fulfillment of the federal budget in the first quarter of 2008

The Government of the Russian federation took note of the report by Deputy Prime Minister of the Russian Federation - Finance Minister of the Russian Federation, A.L.Kudrin, on the said issue.

The Government of the Russian Federation approved the report on the fulfillment of the federal budget for the first quarter of 2008 and sent it to the houses of the Federal Assembly of the Russian Federation and the Audit Chamber of the Russian Federation.

The federal bodies of executive authority which are the primary managers of the federal budget have been instructed to take measures to ensure even-paced and effective spending of the federal budget assets in 2008 and timely placement of orders for the supply of goods, fulfillment of works and services for state needs.

The Finance Ministry of Russia has been instructed to coordinate the above work and report back to the Government of the Russian Federation before August 15, 2008.

The Ministry of Regions of Russia in conjunction with the federal executive bodies of authority concerned shall monitor the granting of subsidies from the federal budget to the budgets of the constituent members of the Russian Federation for the purpose of co-financing capital construction of objects of public property in the regions of the Russian Federation and (or) the granting of the relevant subsidies from the budgets of the constituent members of the Russian Federation to the local budgets for the purpose of co-financing capital construction of objects of municipal property and send to the Finance Ministry of Russia on a quarterly basis the relevant information to be included in the reports on the fulfillment of the federal budget.

2. On the program of the construction of Olympic facilities and the development of the city of Sochi as a mountain and seaside health resort

The meeting approved, after thorough discussion, a draft resolution of the Government of the Russian Federation on the said issue.

2. On the draft resolution of the Government of the Russian Federation On the Celebration of the 100th Anniversary of the State Pushkin Fine Arts Museum

The meeting passed a draft resolution of the Government of the Russian Federation on the said issue.

3. On the draft federal law On Ratification of the Protocol Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on Introducing Amendments and Additions to the Agreement Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the Interaction of Law Enforcement Bodies in Ensuring Law and Order in the Territory of the Baikonur Complex of October 4, 1997

The meeting approved the draft federal law On Ratification of the Protocol Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on Introducing Amendments and Additions to the Agreement Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the Interaction of Law Enforcement Bodies in Ensuring Law and Order in the Territory of the Baikonur Complex of October 4, 1997. It has been decided to submit it to the State Duma.

4. On the draft federal law On Introducing Amendments to Article 34 of the Air Code of the Russian Federation

The meeting approved the draft federal law On Introducing Amendments to Article 34 of the Air Code of the Russian Federation. It has been decided to submit it to the State Duma.

5. On the signing of the Protocol on Introducing Amendments to the Agreement Between the Government of the Russian Federation and the Executive Committee of the Commonwealth of Independent States on the Conditions of the Stay of the Office of the Executive Committee of the Commonwealth of Independent States in the Territory of the Russian Federation of July 4, 2001.

The meeting approved the draft resolution of the Government of the Russian Federation on the said issue.

6. On the signing of the Agreement Between the Government of the Russian Federation and the Government of the Republic of Iceland on readmission

The meeting adopted a draft resolution of the Government of the Russian Federation on the said issue.

7. On more precise definition of the functions of the Ministry of Agriculture of the Russian Federation, the Federal Service for Veterinary and Phytosanitary Supervision, the Federal Agency for Forestry and the Federal Agency for Fishery pursuant to decrees of the President of the Russian Federation No. 724 of May 12, 2008 and No. 863 of May 30, 2008

The meeting adopted the draft resolution of the Government of the Russian Federation On Introducing Amendments to Some Enactments of the Government of the Russian Federation on the Exercise of Certain Authorities by the Federal Service for Veterinary and Phytosanitary Supervision and the Federal Agency for Forestry.

The meeting also adopted draft resolutions of the Government of the Russian Federation On the Ministry of Agriculture of the Russian Federation and On the Federal Agency for Fishery with account of dropping the provisions on the performance of the functions of preparing draft decisions of the Government of the Russian Federation on the use of customs tariff and non-tariff regulatory measures with regard to agricultural and fish products, as well as the functions of conducting investigations preceding the introduction of special protective, anti-dumping or compensatory measures with regard to the import of agricultural and fish products, of preparing and submitting in due procedure of the proposals on the practicability of introducing, enforcing, revising or abolishing the said measures.

The Government of the Russian Federation has been instructed to prepare, in accordance with established procedure, proposals on introducing amendments to Decrees of the President of the Russian Federation No. 724 of May 12, 2008 and No. 863 of May 30, 2008 as regards more precise definition of the functions of the Ministry of Agriculture of the Russian Federation and the Federal Agency for Fishery.
