The meeting of the Presidium of the Government of the Russian Federation on June 2, 2008 made the following decisions on the items on its agenda.

1. On the Draft Federal Law On Introducing Amendments to the Federal Law on the Federal Budget for 2008 and for the Plan Period 2009 and 2010.

The meeting took note of the report by Deputy Chairman of the Russian Federation - Finance Minister of the Russian Federation A.L. Kudrin on the above issue.

It has been decided to approve the Draft Federal Law On Introducing Amendments to the Federal Law on the Federal Budget for 2008 and for the Plan Period 2009 and 2010 as well as the submitted documents and materials to be sent to the State Duma simultaneously with the draft of the above federal law, including:

• the expected results of social and economic development in 2008 and the updated forecast of the social and economic development of the Russian Federation in 2009 and 2010;
• estimate of the expected implementation of the federal budget in 2008; and
• data on the implementation of the federal budget for the past reporting period of 2008.

It has been decided to submit the said draft federal law to the State Duma.

The meeting took note of the briefing by Deputy Chairman of the Government of the Russian Federation - the Finance Minister of the Russian Federation A.L. Kudrin on the failure of the subjects of budget planning to meet the deadlines for submitting materials and documents to the Finance Ministry of Russia in accordance with the 2008 schedule of the preparation and examination of draft federal laws, documents and materials that accompany the drafting of the federal budget and the budgets of state off-budget funds of the Russian Federation for 2009 and the plan period 2010 and 2011.

The subjects of budget planning have been instructed to submit to the Finance Ministry of Russia with all deliberate speed proposals on changing the volume and (or) structure of expenditure commitments of the Russian Federation and allocations from the federal budget for 2009-2010 as well as proposals on the volume and (or) structure of the expenditure commitments of the Russian Federation and allocations from the federal budget for 2011.

The Finance Ministry shall report the results to the Government of the Russian Federation before June 6, 2008.

2. On Introducing Amendments to the Federal Laws on the Budgets of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Mandatory Medical Insurance Fund for 2008 and the Plan Period 2009 and 2010.

The meeting approved the Draft Federal Laws On Introducing Amendments to the Federal Law On the Budget of the Pension Fund of the Russian Federation for 2008 and for the Plan Period 2009 and 2010, on Introducing Amendments to the Federal Law on the Budget of the Social Insurance Fund of the Russian Federation for 2008 and for the Plan Period 2009 and 2010, and On Introducing Amendments to the Federal Law on the Budget of the Federal Mandatory Medical Insurance Fund for 2008 and for the Plan Period 2009 and 2010 and submit them to the State Duma.

3. On the Formation of a Government Commission to Monitor Foreign Investments in the Russian Federation.

A decision has been made to form a Government Commission to Monitor Foreign Investments in the Russian Federation.

The Ministry of Industry and Trade of the Russian Federation, the Ministry of Natural Resources and the Environment of the Russian Federation, the Federal Antimonopoly Service of Russia jointly with the federal executive power bodies concerned have been instructed within 10 days to submit to the Government of the Russian Federation a draft decree of the Government of the Russian Federation on approving the statute of the Commission and its composition and on appointing the Federal Anti-Monopoly Service as the federal executive power body authorized to perform the functions of monitoring foreign investment in the Russian Federation.
