Dmitry Medvedev signs a list of instructions following a meeting on new technologies for greenhouse vegetable production

The meeting was held in the Novgorod Region on March 5, 2013.

Instructions resulting from the meeting:

1. The Ministry of Energy (Alexander Novak), the Ministry of Agriculture (Nikolai Fyodorov) and the Ministry of Regional Development (Igor Slyunyayev), jointly with Gazprom, shall study the issue of modifying the conditions of gas supplies to companies engaged in greenhouse vegetable production with respect to changing the conditions on mandatory restrictions of gas supplies in cases of excessive consumption and limits on the daily volume of gas supplies.  

The results are to be reported to the Government, if necessary with a draft regulatory legal act.

Deadline – May 20, 2013.

2. The Ministry of Regional Development (Igor Slyunyayev) and the Ministry of Agriculture (Nikolai Fyodorov), jointly with the Federal Agency for Construction and Utilities and with the participation of the Teplitsy Rossii (Greenhouses of Russia) Association, shall study the issue of changing construction standards and rules and standards of technological design for greenhouse production in terms of design and technology features, taking into account modern requirements for energy efficiency, fire safety, and the natural and climatic conditions of the areas of greenhouse construction.

The results are to reported to the Government by April 23, 2013.

3. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Industry and Trade (Denis Manturov) and the Ministry of Economic Development (Andrei Belousov), jointly with regional executive bodies and with the participation of the Teplitsy Rossii Association, shall develop a set of measures to stimulate demand for domestic greenhouse vegetable production, including by subsidising food supplies for some social groups and supporting purchases for public needs, and on introducing a brand of quality domestic products.

The results are to reported to the Government by April 16, 2013.

4. The Ministry of Agriculture (Nikolai Fyodorov), jointly with the federal executive bodies concerned and with the participation of the Russian Academy of Agricultural Sciences and the Teplitsy Rossii Association, shall submit proposals on improving the level of research, technology and staff support for greenhouse vegetable production in Russia, including making provision for the creation of an educational and consultative technological centre which implements education and retraining programmes for specialists in the area of greenhouse vegetable production using the public-private partnership mechanism.

Deadline – June 5, 2013. 

5. The Ministry of Agriculture (Nikolai Fyodorov) and the Ministry of Education and Science (Dmitry Livanov), jointly with the regional executive bodies, shall work on the issue of increasing the volumes of training professional staff in vegetable production. 

The results are to be reported to the Government by October 30, 2013.

6. The regional executive bodies are advised:

- when preparing economically important regional programmes on developing greenhouse vegetable production, to provide support measures by partially subsidising the costs of greenhouse companies for the complete reconstruction and construction of new energy efficient greenhouse complexes;  

- when preparing and implementing regional programmes in the area of energy saving and improving energy efficiency, to take into account the technological specifics of greenhouse vegetable production.
