Decisions resulting from the meeting on improving the earthquake resistance of residential buildings, infrastructure facilities and vital support systems in the earthquake regions of the Russian Federation

Decisions resulting from the meeting on improving the earthquake resistance of residential buildings, infrastructure facilities and vital support systems in the earthquake regions of the Russian Federation that took place on July 4, 2012.

1. The report by Minister of Regional Development Oleg Govorun on this issue should be taken note of.

2. Instructions for Minister of Regional Development Oleg Govorun, Emergency Situations Minister Vladimir Puchkov, Defence Minister Alexander Serdyukov, FSB Chief Alexander Bortnikov and Minister of the Interior Vladimir Kolokoltsev related to the programme to increase the earthquake resistance of residential buildings, infrastructure facilities and other systems in Russia's earthquake-prone regions to 2018 (hereinafter "the programme"):

- to ensure the highest possible efficiency and reasonable spending of the money allocated for the programme;

- to meet the targets of the programme in terms of compensating for the lack of earthquake resistance of residential buildings, infrastructure facilities and other systems, and decreasing the pre ventable damage from potential destruction caused by earthquakes.

3. Finance Minister Anton Siluanov, Minister of Economic Development Andrei Belousov and Minister of Regional Development Oleg Govorun are to include in the draft federal law on the 2013 federal budget and the provisional budget for 2014 and 2015 funding for the programme in accordance with the amendments approved by Government Resolution No 683 dated July 4, 2012, and consider additional sources of funding.

4. Minister of Regional Development Oleg Govorun, Minister of Economic Development Andrei Belousov and Finance Minister Anton Siluanov are to consider updating the programme targets based on an analysis of the programme's progress and, if required, submit their collective proposals to the Government by February 1, 2013.

5. Emergency Situations Minister Vladimir Puchkov, Minister of Regional Development Oleg Govorun, Minister of Economic Development Andrei Belousov, Finance Minister Anton Siluanov, Minister for the Development of the Russian Far East Viktor Ishayev, President of the Russian Academy of Sciences Yury Osipov as well as other regional executive bodies involved are to continue improving the tsunami alert system and, if required, submit their collective proposal on the issues that require action of the Government, by October 1, 2012.

6. Regional executive bodies involved in the programme are to ensure the following:

- personal liability of the governors for the efficient use of financial resources;

- that the programme is co-financed by the regional budget in accordance with the agreements on federal funding of the programme;

- the construction of new low-rise residential buildings to replace buildings the earthquake resistance of which is not economically reasonable, which must be a priority in the regional targeted programmes;

- that efficient innovative technology and materials are used for the construction of quake-resistant buildings and other facilities in compliance with new methods of increasing earthquake-resistance and standard projects;

- detailed regional maps of seismic risk are to be complete by January 1, 2013;

- proposals on establishing a criterion to indicate that the number of facilities that require increased earthquake-resistance is being reduced, distributed over the term of the programme with due account of the funding allocated for the respective region. The proposals are to be submitted to the Ministry of Regional Development by August 1, 2012.
