Decisions resulting from the August 7, 2012 meeting on the development of regional air passenger transport

The following decisions were taken at a meeting on the development of regional air passenger transport on August 7, 2012:

1. To take note of the report by Ministry of Transport Maxim Sokolov on the above issue.

2. The Ministry of Transport (Maxim Sokolov) shall submit for approval to the chairman of the Government Commission for Transport and Communications the composition of the permanent working group on the development of regional air transport.

Deadline: September 1, 2012.

3. The Ministry of Transport (Maxim Sokolov) shall develop and submit for approval to the Government Commission for Transport and Communications a roadmap for the development of regional air transport.

Deadline: September 5, 2012.

4. The Ministry of Transport (Maxim Sokolov), in cooperation with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation concerned, shall continue creating federal government enterprises on the basis of the airports located in the Far North regions and similar areas and submit to the Government according to standard procedure proposals on the merger of the federal government enterprises created within federal districts.

Deadline: October 5, 2012.

5. The Ministry of Transport (Maxim Sokolov) shall organise research of the regional air transport market and submit to the Government a model of the route network of regional air transport in the Russian Federation and a forecast of the need for aircraft for regional flights.

Deadline: November 7, 2012.

6. The Ministry of Transport (Maxim Sokolov) shall simplify the procedure of certification of regional airports with low flight intensity and enable the airports to meet certification requirements by bringing in the relevant services under the jurisdiction of the constituent entities of the Russian Federation and municipal entities.

Deadline: November 25, 2012.

7. The Ministry of Transport (Maxim Sokolov), in cooperation with the Ministry of Economic Development, the Ministry of Finance and the Ministry of Regional Development, shall within two weeks submit agreed proposals on implementing a pilot project for organising regional air transport in the Volga Federal District within the budget allocations and with possible priority use of domestically produced aircraft.

8. The Federal Anti-Monopoly Service (Igor Artemyev), in cooperation with the federal executive bodies concerned, shall consider the issue of ensuring competition in the ground servicing of aircraft at airports and submit the relevant proposals to the Government.

Deadline: December 10, 2012.

9. The Transport Ministry (Maxim Sokolov), jointly with the federal executive bodies concerned, shall submit proposals on introducing amendments to the Law On Transport Safety in order to introduce minimum requirements, taking into account the real risks, for regional and local airports, helicopter landing sites and landing pads.

Deadline: October 10, 2012.

10. The Ministry of Economic Development (Andrei Belousov), the Ministry of Transport (Maxim Sokolov) and the Ministry of Finance (Anton Siluanov), in cooperation with the federal executive bodies concerned, shall consider the option of bringing forward from 2015 to 2013 the financing of the reconstruction of local and regional airports stipulated under the federal targeted programme The Development of the Transport System in Russia (2010-2015).

Deadline: September 10, 2012.

11. The Transport Ministry (Maxim Sokolov), in cooperation with the federal executive bodies concerned, and taking into account the results of subsidising air transport in 2012 and comparing the efficiency of subsidising with international practice, shall prepare and submit to the Government proposals on improving the mechanisms of subsidising regional air transport that would remove restrictions based on the age of passengers, the season and procedure for the formation of the list of subsidised routes based on proposals made by the constituent entities of the Russian Federation.

Deadline: October 20, 2012.

12. The Ministry of Economic Development (Andrei Belousov) and the Ministry of Transport (Maxim Sokolov), in cooperation with the federal executive bodies concerned, shall prepare and approve according to standard procedure a normative legal act on setting the rental rates for plots of land owned by the Russian Federation and occupied (offered for the location) of helicopter sites, landing sites and facilities of the integrated air traffic system.

Deadline: December 5, 2012.

13. The Ministry of Industry and Trade (Denis Manturov) and the Ministry of Transport (Maxim Sokolov), in cooperation with the airlines, shall submit proposals on preferred projects for building aircraft for regional and local passenger transport and on state support measures for such projects.

Deadline: October 1, 2012.

14. The Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov) and the Ministry of Industry and Trade (Denis Manturov), in cooperation with the constituent entities of the Russian Federation, shall review the current measures of support for small and medium-sized businesses engaged in projects to develop, certify and produce on the territory of the Russian Federation aircraft for regional passenger transport and submit to the Government of the Russian Federation a report on the results of the analysis and proposals on additional measures to stimulate their activities.

Deadline: November 20, 2012.

15. The Ministry of Industry and Trade (Denis Manturov), the Ministry of Transport (Maxim Sokolov) and the Interstate Aviation Committee (Tatyana Anodina) shall submit to the Government proposals on bringing aviation law in line with the standards and recommended practices of the ICAO which allow approval (certification) of changes to the standard design of aircraft made by persons other than the initial creator of the design.

Deadline: January 30, 2013.

16. The Ministry of Transport (Maxim Sokolov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Industry and Trade (Denis Manturov) shall submit proposals on introducing amendments to the rules for granting subsidies from the federal budget to compensate Russian airlines for part of the cost of lease payments for aircraft received by Russian airlines from leasing companies under lease contracts to run internal regional and local air services approved by Government Resolution No.1212 of December 30, 2011, which makes provision for subsidies for airlines that lease aircraft not older than 15 years.

Deadline: October 20, 2012.

17. The Ministry of Finance (Anton Siluanov), the Ministry of Transport (Maxim Sokolov) and the Ministry of Economic Development (Andrei Belousov) shall within two weeks analyse and submit approved proposals on setting a 0% rate of VAT on domestic flights.

18. The Ministry of Economic Development (Andrei Belousov) and the Federal Customs Service (Andrei Belyaninov) shall within three days report on the fulfilment of clause 11 of the Protocol of the Meeting of the State Commission for the Socioeconomic Development of the Far East, the Trans-Baikal Territory and Irkutsk Region No.1 of July 2, 2012.

19. The Ministry of Industry and Trade (Denis Manturov) and the Ministry of Foreign Affairs (Sergei Lavrov), in cooperation with OAO OAK (United Aircraft Building Company), shall study the issue of the use of the Superjet-100 plane by the Armavia company and report back.

Deadline: September 15, 2012.
