The following decisions were made after the November 1, 2012 meeting on modernising the system for financing major housing renovation projects:

1. To approve the report by Minister of Regional Development Igor Slyunyayev on this issue.

2. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov), in cooperation with the state corporation  Housing and Utilities Reform Fund, shall finalise draft amendments to the draft laws On Amending the Housing Code of the Russian Federation and Certain Legislative Acts of the Russian Federation and On Amending the Federal Law On the Housing and Utilities Reform Fund and on Recognising Null and Void Certain Legislative Acts (Provisions of Legislative Acts) of the Russian Federation, taking into account the discussion. They shall submit the relevant amendments to the Government by November 19, 2012 in accordance with the standard procedure, and in finalising these amendments focus on the following issues:

The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov), in cooperation with the Bank of Russia, shall analyse the current legislation of the Russian Federation and study the possibility of amending this legislation so that individual payments can be split during the introduction of payments for major housing renovation projects. The agreed proposals are to be submitted to the Government by December 5, 2012.

4. Regional executive agencies, in cooperation with local governments, and with the support of the Ministry of Regional Development, shall explain the enforcement of the Law On Amending the Housing Code of the Russian Federation and Certain Legislative Acts of the Russian Federation, as well as the use of specific models for financing major renovation projects with regard to common ownership of blocks of flats in the regions.
