Decisions resulting from the September 12, 2012 meeting on the development of the medical industry

The following decisions were made after the September 12, 2012 meeting on the development of the medical industry:

1. To approve a report by Minister of Industry and Trade Denis Manturov on this issue.

2. With due consideration for the discussion, the Ministry of Industry and Trade (Denis Manturov), in cooperation with the Ministry of Healthcare, the Ministry of Finance and the other executive agencies and organisations concerned, shall finalise and approve the Strategy for the Development of the Medical Industry of the Russian Federation up to 2020, including ensuring the following measures:

Overcome the lack of integration of the medical industry by launching an innovation cycle through the consolidation of various competences regarding the development, production and promotion of the research and production infrastructure;Expand production of the component base in the Russian Federation as an element of integrating the country into the global technological production chain;Create incentives for the localisation of the production of medical products of foreign manufacturers inside segments of the medical industry that are lagging behind, including production of disposable materials for diagnostic and therapeutic equipment;Considerably expand the volume of output of innovative products;Convert the national medical industry to international quality management standards;Ensure the long-term planning of budget allocations to purchase various categories of medical products, taking into account the rapidly changing line of supplied products based on market demand;Develop the infrastructure for the maintenance and repair of medical equipment and train the required specialists.

The Government shall be informed about the results by February 1, 2013.

3. The Ministry of Industry and Trade (Denis Manturov), in cooperation with the Ministry of Healthcare, the Ministry of Economic Development and the other federal executive agencies and organisations concerned, shall finalise the draft federal law on the sale and purchase of medical products, including bringing the registration procedures for medical products into line with the best international regulations and practices, and hold public hearings and submit the document to the Government for consideration in accordance with established procedure by February 1, 2013.

4. The Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Industry and Trade (Denis Manturov) shall compile a list of medical products needed to implement the relevant medical assistance procedures and standards, and which must be manufactured in the Russian Federation on a priority basis, and they shall post this list on the websites of the Ministry of Healthcare and the Ministry of Industry and Trade by March 1, 2013.

5. Taking account of the discussion, the Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Economic Development (Andrei Belousov), in cooperation with the Ministry of Finance and the other federal executive agencies and organisations concerned, shall study the possibility of medical equipment purchases by medical institutions being charged to the account of future incomes due to be generated during the provision of medical services using this equipment, and submit the agreed proposals to the Government for consideration.

6. The Ministry of Healthcare (Veronika Skvortsova) shall stipulate the possibility of using innovative medical products in accordance with the relevant medical assistance standards and report the results to the Government by March 1, 2013.

7. The Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Industry and Trade (Denis Manturov), in cooperation with the federal agencies and organisations concerned, shall examine the development of new medical technologies using robotics and submit the agreed proposals to the Government for consideration by November 12, 2012.

8. The Ministry of Industry and Trade (Denis Manturov) and the Ministry of Healthcare (Veronika Skvortsova), in cooperation with the federal agencies and organisations concerned, shall draft the relevant proposals regarding the approval of technical regulations for the safety of medical products and submit these proposals to the Eurasian Economic Community for consideration.

The results shall be reported to the Government by December 15, 2012.

9. The Ministry of Economic Development (Andrei Belousov), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Finance (Anton Siluanov) shall submit proposals regarding the long-term planning of purchases of medical products manufactured in accordance with technology transfers and the localisation of their production in the Russian Federation, with due consideration for the need to renew the range of purchased products at least once every three years, and report to the Government by November 15, 2012.
