List of instructions resulting from a meeting on the development of hi-tech medical care

Dmitry Medvedev has issued a number of instructions resulting from the meeting on the development of hi-tech medical care held in Kaliningrad on October 17, 2012. The text of the document is as follows:

1. The Ministry of Healthcare (Veronika Skvortsova) shall:

in cooperation with the Russian Academy of Medical Sciences, analyse, taking into account the tasks of demographic development, the need of the Russian population for hi-tech medical care, including technologies that are not currently used in the Russian Federation, and determine the measures needed to introduce the corresponding technologies in healthcare institutions. The results shall be reported to the Government by April 1, 2013;

in cooperation with professional associations, develop and submit by March 1, 2013 amendments to the regulations on republican (territorial, regional) hospitals aimed at developing them as multipurpose hi-tech centres, including rehabilitation of patients as well as the introduction of systems of managing the quality of medical care and assessment of the quality of a patients’ life;

in cooperation with the executive bodies of the constituent entities of the Russian Federation concerned, submit to the Government of the Russian Federation by February 1, 2013 a report on measures for the further development of federal hi-tech medical centres, including the federal cardiovascular surgery centre in Kaliningrad, taking note of the needs of the population for hi-tech medical care, including attracting financing from a variety of sources.

2. The Ministry of Healthcare (Veronika Skvortsova), the Ministry of Industry and Trade (Denis Manturov) and the state corporation Rostekhnologii (Sergei Chemezov) shall submit to the Government by March 1, 2013 proposals on the application of modern technologies and designs in the construction and reconstruction of medical institutions, the development of the production of medical technology and medical goods, taking into account the corporation’s capacity.

3. The Ministry of Healthcare (Veronika Skvortsova), the Ministry of Education and Science (Dmitry Livanov) and the Russian Academy of Medical Sciences (Ivan Dedov) shall take measures to use federal hi-tech medical centres as clinical bases for training, upgrading of skills and retraining in medical specialities. The results shall be reported to the Government by March 1, 2013.

4. The Ministry of Healthcare (Veronika Skvortsova), in cooperation with Rosturizm and the Government of the Kaliningrad Region, shall submit proposals on the development of medical tourism in the region by February 1, 2013.

5. The Ministry of Healthcare (Veronika Skvortsova), in cooperation with the Russian Academy of Medical Sciences, shall take measures to promote cooperation between leading federal research institutions and federal hi-tech medical centres in accordance with the best practices of such cooperation, including training of staff and the introduction of the latest advances in medical science and technology. The results shall be reported to the Government by March 1, 2013.

6. The governors of the Altai Territory Alexander Karlin, the Kaliningrad Region Nikolai Tsukanov, the Novosibirsk Region Vasily Yurchenko and the Smolensk Region Alexei Ostrovsky shall, by December 1, 2012 provide housing for highly skilled specialists invited to work at federal hi-tech medical centres.

7. The chief executives (the heads of supreme executive bodies) of the constituent entities of the Russian Federation shall take measures to encourage high-skilled specialists to work at leading medical organisations in the constituent entities of the Russian Federation.

The Ministry of Healthcare (Veronika Skvortsova) shall monitor and report the results to the Government by May 1, 2013.
