The following decisions were taken at the meeting on August 10, 2012 on the state of housing construction:

1.To take note of the report by Deputy Minister of Regional Development and the head of Gosstroi Vladimir Kogan on the issue.

2.The Ministry of Regional Development (Oleg Govorun), the Ministry of Economic Development (Andrei Belousov), the Ministry of Industry and Trade (Dmitry Manturov) and the Ministry of Finance (Anton Siluanov), in collaboration with the RZS Fund, shall by September 15, 2012:

submit to the Government a draft federal law on introducing amendments to the Federal Law on Promoting Housing Construction that would envisage the admission as members of housing construction cooperatives of citizens who have three or more children regardless of their place of work, and employees of the military-industrial complex, as well as the possibility of the allocation of parcels of land by the RZS Fund for the construction of student halls of residence;

consider the feasibility of introducing amendments to the Housing Federal Targeted Programme for 2011-2015 to improve the effectiveness of incentives for housing construction and ensuring accessibility of housing for various categories of citizens;

consider the possibility of implementing pilot projects for low-rise economy class housing construction with the use of modern, fast, energy-efficient and environment-friendly technologies, developing a model of interaction among the participants of such projects in providing engineering, social and transport infrastructure and mortgage lending for people acquiring housing units as part of these projects.

3.The Ministry of  Economic Development (Andrei Belousov), the Ministry of  Finance (Anton Siluanov) and the Ministry of  Regional Development (Oleg Govorun), with the participation of the Bank of Russia, Vnesheconombank and OAO AIZK, shall by September 15, 2012:

prepare and submit proposals on improving the legislation on mortgage insurance and the rules of writing off the mortgage debt of borrowers, differentiation of requirements to mortgage loans when issuing securities;

study the factors that influence increases in interest rates on mortgage loans, including the cost of attracting finances, overheads and credit risks, and submit proposals on minimising their impact;

submit proposals on introducing amendments to the legislation that would extend the list of grounds for the preferential granting of parcels of land for housing construction.

4.The Ministry of Finance (Anton Siluanov), the Ministry of  Economic Development (Andrei Belousov) and the Federal Anti-Monopoly Service (Igor Artemyev), jointly with the Government of the Chelyabinsk Region, shall by September 15, 2012 study the feasibility of introducing amendments to the legislation of the Russian Federation that would envisage state guarantees of constituent entities of the Russian Federation on mortgage securities.

5.Vnesheconombank and OAO AIZK shall consider according to standard procedure the issue of introducing amendments to credit agreements envisaging the possibility of using loans to refinance mortgage loans and loans granted to legal entities for the purpose of acquiring/constructing housing to be rented out.

6.Recommend that the Bank of Russia differentiate the requirements for mortgage loans depending on the size of the down payment and the existence of insurance collateral.

7.Recommend that the executive bodies of the constituent entities of the Russian Federation, by November 1, 2012 adopt acts required for:

the creation of housing construction cooperatives for certain categories of citizens;

the holding by the RZS Fund of auctions that envisage the obligation of the developer to sell economy-class housing units at a fixed price to certain categories of citizens.

8.First Deputy Prime Minister Igor Shuvalov shall supervise and coordinate the fulfilment of the instructions contained in these decisions.
