The following decisions were taken as a result of the meeting on housing construction on October 8, 2012:

1. To take note of the reports by Deputy Minister of Regional Development, Head of Gosstroi Vladimir Kogan and Director General of the Housing Mortgage Lending Agency Alexander Semenyaka on stimulating the construction of economy-class housing, special terms for mortgage lending, the building of accessible housing for rent and a financial model for creating a solvent demand for housing.

2. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Energy (Alexander Novak), jointly with the federal executive bodies concerned, the RZS Fund, Vnesheconombank and the Housing Mortgage Lending Agency, shall submit to the Government according to standard procedure proposals on introducing amendments to the legislation of the Russian Federation to stimulate the construction of economy-class housing.

3. Gosstroi (Vladimir Kogan) shall select pilot plots of land for mass construction of economy-class housing in order to improve the mechanisms of interaction among participants in such construction projects and, jointly with the federal executive bodies concerned, including the Housing Mortgage Lending Agency, shall prepare proposals aimed at improving the effectiveness of the Agency’s programme to support lending for economy-class housing construction, envisaging the issuing of guarantees to buy out economy-class housing from the developer.

4. The Ministry of Economic Development (Andrei Belousov) and Gosstroi (Vladimir Kogan) shall prepare a draft Government act that would include in the list of sectoral priorities of Vnesheconombank's investment activities the construction materials industry and comprehensive development of territories, including large-scale construction of economy-class housing and submit these  according to standard procedure to the Government of the Russian Federation.

5. Vnesheconombank (Vladimir Dmitriyev), jointly with Gosstroi, shall study the issue of taking out long-term loans from the World Bank and the European Bank for Reconstruction and Development to create the engineering infrastructure for the large-scale construction of economy-class housing and report back to the Government.

6. The Ministry of Regional Development (Igor Slyunyayev), jointly with the executive federal bodies concerned, shall review the implementation of programmes aimed at providing housing for certain categories of citizens through state-supported mortgage loans and, if necessary, submit proposals on improving these programmes.

7. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov) shall review the draft laws under consideration in the State Duma concerning the development of housing construction and take measures to speed up the adoption of them.

8. For the purpose of implementing pilot projects of large-scale economy-class housing construction:

the President of the Republic of Tatarstan (Rustam Minnikhanov) shall select plots of land on the territory of the Republic of Tatarstan to implement pilot projects of large-scale economy-class housing construction;

Gosstroy (Vladimir Kogan), the Housing Mortgage Lending Agency (Alexander Semenyaka) and Vnesheconombank (Vladimir Dmitriyev) shall implement pilot projects for large-scale economy-class housing construction on such plots of land;

Gosstroi (Vladimir Kogan), jointly with the Ministry of Energy and Vnesheconombank, shall submit mechanisms for financing engineering infrastructure on such plots of land.
