Instructions issued following a meeting with experts on the issue of open data

Upon the meeting of 6 February, 2013, the following instructions have been issued:

I. Open data as a foundation of an open state

1. Minister Mikhail Abyzov shall submit for discussion at the next meeting of the Government Commission for the Coordination of the Open Government, hereinafter referred to as "Commission", the approval of the Open Data Council, hereinafter referred to as "Council," to be supervised by the Commission, its membership and a draft statute.

2. Minister Mikhail Abyzov, the Ministry of Economic Development (Andrei Belousov) and Ministry of Communications (Nikolai Nikiforov) shall prepare a comprehensive programme on operations with open data. The programme shall be submitted to the Commission for approval.

A report on execution is to be submitted to the Government by 1 May 2013.

II. The use of open data for the provision of services in the interests of civil society and business

1. The Ministry of Economic Development (Andrei Belousov) and Minister Mikhail Abyzov, in collaboration with the Expert Council of the Russian Government, interested non-profit organisations and industrial associations, shall design a system of monitoring and assessing demand for open data as well as an approach to using the results of the monitoring and assessment.

2. The Ministry of Education and Science (Dmitry Livanov), Ministry of Economic Development (Andrei Belousov) and Minister Mikhail Abyzov, in collaboration with the Expert Council of the Russian Government, shall prepare a plan for the introduction of an information system that checks universities master's theses and PhD dissertations for plagiarism, as well as procedures for publishing theses and dissertations online.

3. The Ministry of the Interior Vladimir Kolokoltsev), Ministry of Economic Development (Andrei Belousov) and Minister Mikhail Abyzov shall prepare proposals on publishing statistics regarding violations in the format of open data.

Results of Sections 1-3 of Unit II of the current minutes shall be reported by 31 March 2013 at the meeting of the Government.

4. The Ministry of Communications (Nikolai Nikiforov), in collaboration with Moscow Government (Sergei Sobyanin) and communications providers, shall design a set of measures including law enforcement and legislative measures to improve the quality of the mobile telephone communications in Moscow, including the 3G technology.

A report on execution is to be submitted to the Government by 25 March 2013.

III. The impact of opening data on Runet economy, its current state and development prospects

The Government hereby supports the initiative of Yandex (Arkady Volozh) to organise a contest for designers of applications and services for working with open data in the Internet.

IV. On the principles of disclosing information by state bodies and the Open Data project

1. The Ministry of Communications (Nikolai Nikiforov) shall prepare proposals on legislative guarantees of providing machine-readable information as open data when state information systems are designed, upgraded, and in operation.

2. The Ministry of Economic Development (Andrei Belousov) shall ensure the fulfilment of the requirements on publishing open data while regularly monitoring official sites of the executive bodies of the Russian Federation and its constituent entities by using an automated information system of monitoring official sites of the government agencies and local authorities.

3. The Ministry of Labour (Maxim Topilin), in collaboration with relevant federal bodies, shall consider the necessity of introducing measures aimed at improving the professionalism of civil servants in the field of open data.

A report on the execution of Subsections 1-3, Section IV of the current minutes is to be submitted by 26 April 2013 at the meeting of the Commission.

V. Proposals of the Expert Council of the Russian Government on implementing the Open Data Project

1. Minister Mikhail Abyzov, the Ministry of Economic Development (Andrei Belousov) and Ministry of Communications (Nikolai Nikiforov), in collaboration with members of the Government Expert Council, shall consider the issue of setting up a single open data portal.

A report on execution is to be submitted to the Government by 30 April 2013.

2. Minister Mikhail Abyzov, the Ministry of Economic Development (Andrei Belousov) and Ministry of Regional Development (Igor Slunyayev) shall submit proposals as part of the Open Region project on introducing technologies of open data processing at the level of the executive bodies of the constituent entities of the Russian Federation.

A report on execution is to be submitted to the Government in the third quarter of 2013.
