Prime Minister Dmitry Medvedev signs a list of instructions following a meeting of the Government Commission on the Socioeconomic Development of the North Caucasus Federal District

The meeting was held in Cherkessk on February 8, 2013.

I. On the results and prospects of the North Caucasus Federal District’s agricultural development

1. Note the report of the Minister of Agriculture Nikolai Fyodorov on this issue.

2. The Ministry of Agriculture (Nikolai Fyodorov) jointly with the Federal Service for Alcohol Market Regulation and the executive bodies of the regions attributed to the North Caucasus Federal District should submit to the Government their proposals on developing dairy and beef cattle-breeding, sheep-farming, fruit-farming, viticulture and wine-making in the North Caucasus Federal District.

Deadline – March 2013.

3. The Ministry of Agriculture (Nikolai Fyodorov) jointly with the relevant federal executive bodies and the executive bodies of the regions attributed to the North Caucasus Federal District should develop and submit to the Government measures to develop logistical centres for the storage, primary processing and sale of farm production.

Deadline – April 17, 2013.

4. The Ministry of Industry and Trade (Denis Manturov) and the Ministry of Agriculture (Nikolai Fyodorov) jointly with the relevant federal executive bodies and the executive bodies of the regions attributed to the North Caucasus Federal District should develop and approve measures on adopting a brand of quality food products produced in the North Caucasus Federal District.

The results should be reported to the Government by March 20, 2013.

5. The Ministry of Finance (Anton Siluanov), the Ministry of Defence (Sergei Shoigu) and the Ministry of Regional Development (Igor Slyunyayev) jointly with the Government of the Chechen Republic should submit their proposals regarding the 2013 budget allocations for mine-sweeping lands, including farmland, by the Prime Minister's meeting.

Deadline – February 20, 2013.

6. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Finance (Anton Siluanov) and the Ministry of Regional Development (Igor Slyunyayev) jointly with the executive bodies of the regions attributed to the North Caucasus Federal District should examine the possibility of increasing federal budget co-financing for the State Programme for Agricultural Development and the Regulation of Agricultural Products, Commodities and Food Markets, 2013-2020.

The results should be submitted to the Government by March 25, 2013.

7.  The executive bodies of the regions attributed to the North Caucasus Federal District jointly with the Ministry of Agriculture are advised to develop and approve regional agriculture programmes for 2013-2020, covering the following priorities:

  • the development of dairy and beef cattle-breeding and sheep-farming;
  • raising farm produce on protected ground;
  • the development of fruit-farming, viticulture and wine-making;
  • the development of the agricultural consumer cooperative system;
  • the development of farms, including family livestock farms;
  • the creation of logistical centres for the storage, processing and sale of farm production.

When developing regional programmes, the responsible bodies should seek to comprehensively develop farm production while taking into account territorial planning schemes, plans of rural economic diversification, improved social infrastructure and housing construction, while actively attracting non-budget funding.

The results should be reported to the Government by March 27, 2013.

8. Create under the Government Commission on the Socioeconomic Development of the North Caucasus Federal District a working group on the development of the agro-industrial complex in the North Caucasus Federal District (henceforward – working group).

 Appoint Minister of Agriculture Nikolai Fyodorov as the head of the working group.

9. The Ministry of Agriculture (Nikolai Fyodorov) should submit by March 1, 2013 to the Government proposals on the composition of the working group, the draft statute on the working group and the plan for its work for 2013. These proposals should be agreed upon with the relevant federal and regional executive bodies and with the staff of the Presidential Envoy to the North Caucasus Federal District.

II. On the Performance of the North Caucasus Development Corporation in 2012

1. Note the report of North Caucasus Development Corporation General Director Anton Pak on this issue. 

2. The Ministry of Economic Development (Andrei Belousov) jointly with the relevant federal executive bodies, the Stavropol Territory government, the North Caucasus Development Corporation and the North Caucasus Resorts company should submit by April 15, 2013 to the Government proposals on holding in Muneralnye Vody in the first half of 2014 an international investment forum and a Turistika tourist infrastructure exhibition, including on state support for these projects.

3. The Ministry of Culture (Vladimir Medinsky) jointly with the relevant federal executive bodies, the Stavropol Territory government and the North Caucasus Development Corporation should submit by April 1, 2013 to the Government proposals on implementing in the Stavropol Territory the following projects, including on state support for these projects:

  • holding in Kislovodsk in September 2013 the music festival, WOMAD Russia (World of Russia);
  • creating in Kislovodsk an active recreation park, MIRAPARK.

4. The Ministry of Finance (Anton Siluanov) jointly with Vnesheconombank and the North Caucasus Development Corporation should work on the targeted recapitalisation of the North Caucasus Development Corporation through the relevant VEB recapitalisation. 

The results should be reported to the Government by March 21, 2013.
