Dmitry Medvedev has signed a list of instructions based on the results of the videoconference on the situation on the grain market and preparations for the spring sowing season, held on February 5, 2013.The text of the document:

To continue, jointly with the executive bodies of the constituent entities of the Russian Federation, to monitor and forecast the situation on the grain market, including the creation of a forecast of the balance of supply and demand of grain by category, as well as to monitor prices on the grain market and the consumer market of foodstuffs, with particular attention to products of social significance.

On issues that require a Government decision, proposals shall be submitted according to the established procedure.

Together with the executive bodies of the constituent entities of the Russian Federation, to ensure the timely transfer to agricultural producers of federal budget money allocated in 2013 for unbound support of plant growers.

The results shall be reported as part of the materials submitted to the meeting of the Government of the Russian Federation On Measures to Organise and Conduct Seasonal Field Work in 2013.

To consider the issue of additional allocations in 2013 of up to 42 billion roubles for the development of agriculture, including for spring field work.

The Ministry of Agriculture shall submit to the Ministry of Finance the validation of the distribution of the money referred to above, and in preparing the proposals, shall bear in mind the priority of transferring budget allocations to finance the cost of unbound support to agricultural producers for plant growing, to compensate agricultural producers for the costs associated with the increase in the prices of animal feeds, and to subsidise interest rates on short-term and investment loans obtained by agricultural producers.

The relevant proposals shall be submitted to the Government of the Russian Federation before March 4, 2013.

To adopt, jointly with the executive bodies of the constituent entities of the Russian Federation and the companies that supply fuel and lubricants, measures aimed at providing agricultural producers with fuel and lubricants at affordable prices in a timely manner for conducting spring agricultural field work.

The results shall be reported to the Government of the Russian Federation before May 20, 2013.

5. The Ministry of Agriculture (Nikolai Fyodorov)

To conduct, jointly with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation, an analysis of the effectiveness of measures of state support under the state programme Agricultural Development and Regulation of Agricultural Products, Commodities and Food, 2013-2020, and submit proposals on the issue to the Government of the Russian Federation.
