Protocol on the results of the meeting of the Government Commission for the Socioeconomic Development of the North Caucasus Federal District

The Government Commission for the Socioeconomic Development of the North Caucasus Federal District (SKFO) adopted the following decisions at its October 2, 2012 meeting.

I. Healthcare in the North Caucasus Federal District

1.To take note of the report on the issue by Minister of Healthcare Viktoria Skvortsova.

2.To recommend to the heads of the top executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District to take all of the necessary measures to ensure the fulfilment of regional programmes to modernise the healthcare system, while paying particular attention to:

improving the medical and sanitary assistance quality and making these services more accessible;

introducing modern information technologies in medical organisations, including the provision of computer technology and local computerised systems;

introducing medical care delivery standards;

eliminating the shortage of medical personnel, including in rural areas, through the massive introduction of targeted training and retraining of doctors in the most-needed specialities;

strengthening the material and technical base of clinical and preventative institutions, including primary medical care centres, including construction and capital repairs, and medical equipment provision.

Monthly progress reports shall be submitted to the Ministry of Healthcare under the established procedure.

3. The Ministry of Healthcare (Viktoria Skvortsova) shall submit to the Government before March 31, 2013 a report on the implementation of regional healthcare modernisation programmes in the constituent entities of the Russian Federation in the North Caucasus Federal District.

4. The executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District shall, taking into account the discussion that took place at the meeting, submit to the Ministry of Healthcare under the established procedure before November 1, 2012 proposals to be included in the draft state federal programme North Caucasus Federal District Development to 2025 on measures to build the following priority facilities:

a perinatal centre, a tuberculosis prevention and treatment centre, five community hospitals and two children's clinical hospitals in the Republic of Dagestan;

three maternity homes, a children's clinical hospital, multipurpose hospitals and a tuberculosis prevention and treatment centre in the Republic of Ingushetia;

a infectious diseases hospital in the Republic of North Ossetia-Alania, a clinical republican hospital, a children's clinical hospital and an oncology centre in the Karachayevo-Circassian Republic;

a perinatal centre in the Republic of Kabardino-Balkaria;

a perinatal centre in the Stavropol Territory.

5. The Ministry of Healthcare (Viktoria Skvortsova), the Ministry of Regional Development (Oleg Govorun), the Ministry of Economic Development (Andrei Belousov), and the Ministry of Finance (Anton Siluanov) shall include in the draft state programme North Caucasus Federal District Development to 2025 measures on the construction of the priority facilities mentioned in Item 4 hereunder, proceeding from the fact that the federal budget for 2013-2015 allocates 13.2 billion roubles for these purposes.

6. The Government of the Republic of Ingushetia (Musa Chiliyev) before December 1, 2012 shall submit to the Ministry of Finance proposals on the mechanisms to finance the construction of maternity homes in the Republic of Ingushetia with non-budgetary funds, complete with the necessary calculations and validation.

The Ministry of Finance (Anton Siluanov), jointly with the Government of the Republic of Ingushetia, shall consider these proposals and report the results to the Government before January 1, 2013.

7.To recommend to the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District measures:on planning the budgets for 2013-2015 to stipulate allocations to ensure the accessibility of medical care to the population under the territorial programmes of free medical care state guarantees;

to force higher medical educational institutions in the North Caucasus Federal District to assess their level of training before November 1, 2012, taking due account of earlier instructions issued by the President and the Government;

to develop and adopt before February 15, 2013 programmes to upgrade the skills and the phased elimination of the lack of medical personnel, including in rural areas, envisaging differentiated measures for their social support – first in specialities that are the most in demand;

to develop and to implement a series of measures to develop regional healthcare in 2013-2020 with the view to achieve the average Russian targeted indicators by 2020.

The Ministry of Healthcare (Viktoria Skvortsova) shall provide organisational and methodological assistance and report the results of the work in these areas to the Government before March 20, 2013.

8. The Ministry of Healthcare (Viktoria Skvortsova) and the Ministry of Transport (Maksim Sokolov), jointly with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District concerned, taking due account of the earlier instructions of the Government, shall prepare the agreed proposals on improving the organisation of emergency medical assistance for remote and difficult to access areas through the use of ambulance aviation and other types of transport.

The proposals shall be submitted to the Government before November 15, 2012.

9. The Ministry of Healthcare (Viktoria Skvortsova), jointly with the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District, shall:

analyse the current status of the provision of drugs for certain categories of citizens in the North Caucasus Federal District, taking due account of the list of vital and essential medicines and report back to the Government before December 20, 2012;

jointly with the Ministry of Regional Development, while taking into account regional features, develop model designs for modern maternity homes and primary medical care centres and report back to the Government before March 1, 2013.

II.The educational system's development in the North Caucasus Federal District

1. To take note of the report on the issue by Minister of Education and Science Dmitry Livanov.

2. The Ministry of Regional Development (Oleg Govorun), the Ministry of Education and Science (Dmitry Livanov), the Ministry of Economic Development (Andrei Belousov), and the Ministry of Finance (Anton Siluanov), jointly with the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District, shall study the issue of additional allocations from the federal budget in the amount of 25 billion roubles per annum as part of the state programme t North Caucasus Federal District Development to 2025 to achieve the average Russian target indicators in the sphere of preschool, general and professional education. The results shall be reported to the Government before November 15, 2012.

3. The Ministry of Education and Science (Dmtiry Livanov), jointly with the federal executive bodies, the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District concerned, the North Caucasus Federal University, Gazprom, Russian Railways, RusHydro, the North Caucasus Inter-Regional Distribution Network Company, Lukoil, NK Rosneft, Health Resorts of the North Caucasus, and the North Caucasus Development Corporation, as well as other Russian employing companies concerned, shall:

form a network of basic primary and secondary professional educational institutions aimed at training highly skilled workers and specialists for such companies;

train the personnel required for the implementation of investment programmes on the territory of the constituent entities of the Russian Federation in the North Caucasus Federal District, including through the creation of multipurpose centres for training in the applied skills;

create a multipurpose base centre for professional training, upgrading skills and retraining personnel for the tourist cluster (on the basis of the North Caucasus Federal University), while taking due account of the needs of the tourism and related sectors;

establish within the framework of the public-private partnership coordinating (inter-departmental, sectoral) councils under the supreme executive body of the constituent entity of the Russian Federation and governing councils at educational institutions;

conclude long-term cooperation agreements between these companies and the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District to develop primary vocational and secondary professional education;

harmonise the structure and the size of targets for enrolment in studies at the expense of the federal budget in the training areas (specialities) provided by state-accredited higher professional educational institutions, with the actual needs of the regional economies and the social sphere in the constituent entities of the Russian Federation in the North Caucasus Federal District.

Quarterly progress reports shall be submitted to the Government, with the first report to be submitted on December 15, 2012.

4. The Ministry of Education and Science (Dmitry Livanov), jointly with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District concerned, shall before November 15, 2012 submit to the Government proposals for the action plan covering 2013-2015 on the implementation of the North Caucasus Federal District Socioeconomic Development Strategy to 2025, which concerns the educational system's development.

5. The Ministry of Education and Science (Dmitry Livanov), the Ministry of Regional Development (Oleg Govorun), the Ministry of Economic Development (Oleg Belousov) and the Ministry of Finance (Anton Siluanov), jointly with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District concerned, shall submit to the Government before December 1, 2012 proposals concerning:

the use of model design solutions for the construction of general educational institutions in the constituent entities of the Russian Federation in the North Caucasus Federal District to achieve the average Russian level of availability of such institutions;

the creation of modular education complexes providing the opportunity to implement the main general educational programme at the preschool and general education level, taking into account the demand for this education in the constituent entities of the Russian Federation in the North Caucasus Federal District.

6. The Ministry of Education and Science (Dmitry Livanov), jointly with the federal executive bodies concerned, shall submit before December 15, 2012 to the Government proposals on stimulating the top graduates of higher professional educational institutions to take up teaching jobs at general educational institutions in the constituent entities of the Russian Federation in the North Caucasus Federal District.

7. The Ministry of Education and Science (Dmitry Livanov), the Ministry of Culture (Vladimir Medinsky), and the Ministry of Sport (Vitaly Mutko) shall put in place mechanisms for spotting talented children in the territories of the constituent entities of the Russian Federation in the North Caucasus Federal District to train them at the top educational institutions in the Russian Federation for gifted children.

Progress reports shall be submitted to the Government every year. The first report shall be submitted on September 1, 2013.

8. To recommend to the executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District:

to submit proposals on the development of extended education for children;

to take measures to harmonise the structure and the targets for enrolling citizens in training at the expense of the budgets of the constituent entities of the Russian Federation in areas (specialities) provided by state-accredited primary and secondary professional educational institutions given the genuine needs of the regional economies and the social sphere in the constituent entities of the Russian Federation in the North Caucasus Federal District.

Progress shall be reported to the Ministry of Education and Science before December 1, 2012.

The Ministry of Education and Science (Dmitry Livanov) shall report the results to the Government before December 15, 2012.

9. To recommend to the heads of the top executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District to monitor teaching at state and municipal educational institutions of the subject "Foundations of Religious Cultures and Secular Ethics" to prevent the teaching of children by representatives of religious organisations and report the results to the Ministry of Education and Science before November 20, 2012.

The Ministry of Education and Science (Dmitry Livanov) shall submit a summary report to the Government before December 1, 2012.

III. Improving the mechanisms of financing for the project to create a tourist cluster in the North Caucasus Federal District, the Krasnodar Territory and the Republic of Adygeya

1. To take note of the report by Deputy Chairman of the Federation Council's International Relations Committee Akhmed Bilalov.

2. The Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov), jointly with the federal executive bodies concerned, Vnesheconombank and Health Resorts of the North Caucasus, shall study the proposals presented by Health Resorts of the North Caucasus concerning a special mechanism to attract investments with the use of federal state guarantees for the purpose of the comprehensive development of the tourist cluster in the North Caucasus Federal District, the Krasnodar Territory and the Republic of Adygeya.

The results shall be reported at a meeting on this issue chaired by Deputy Prime Minister and Plenipotentiary Representative of the President to the North Caucasus Federal District Alexander Khloponin.

IV. The composition of the working groups of the Governmental Commission for the Socieconomic Development of the North Caucasus Federal District and their work plans

1. To take note of the reports made by the heads of the working groups of the Government Commission for the Socieconomic Development of the North Caucasus Federal District (hereinafter referred to as the "working groups" and the "Commission"), Minister of Education and Science Dmitry Livanov, Minister of Culture Vladimir Medinsky, Minister of Energy Alexander Novak and Deputy Minister of Regional Development Sergei Vereshchagin, the deputy head of the working group, on this issue.

2. To approve the composition of the working groups, the regulations on the working groups, and the plans for their work in 2012-2013.

3. The heads of the working groups shall submit quarterly reports on the results of the working groups to Deputy Prime Minister, Plenipotentiary Representative of the President to the North Caucasus Federal District, and Deputy Chairman of the commission Alexander Khloponin. The first report shall be submitted on December 20, 2012.

V. Miscellaneous

1. The Ministry of Transport (Maksim Sokolov) and the Ministry of Finance (Anton Siluanov), jointly with the executive bodies of the Republic of Dagestan and RusHydro, shall study the possible transfer into federal ownership of the Gimrinsky Automobile Road tunnel and the Makhachkala-Botlikh stretch of automobile road in accordance with the criteria for referring these roads to the category of roads of federal importance and analysing the likely consequences of such a transfer.

The results shall be reported to the Government before December 1, 2012.

2. The executive bodies of the constituent entities of the Russian Federation in the North Caucasus Federal District shall additionally study the issue of raising public sector wages in accordance with Presidential Executive Order No 597 dated May 7, 2012 On Measures to Implement the State Social Policy determining the speed of the increase and the sources of financing, including the optimisation of expenditures, and envisage corresponding financing in framing the draft budgets of the constituent entities of the Russian Federation. The results shall be reported to the Ministry of Labour before October 15, 2012. The Ministry of Labour (Maksim Topilin) shall summarise the materials received and report them to the Government before October 20, 2012.
