List of instructions after working meeting on the development of the Moscow transport hub

Prime Minister Dmitry Medvedev has issued a number of instructions following a January 11, 2013 working meeting on the development of the Moscow transport hub.

The text of the document:

1. Ministry of Transport (Maxim Sokolov)

In cooperation with the Governments of Moscow and the Moscow Region and the Russian Motorways State Company, please expedite the implementation of projects to ensure organisational support for the restrictions on lorry access in central Moscow, now being introduced by the Government of Moscow.

Please submit an agreed-upon action plan to redistribute lorry traffic along separate connecting loop roads, including efforts to expedite construction of the Central Ring Motor Road, construction of parking space and transport-logistics facilities in the Moscow and Kaluga Regions, as well as the introduction of lorry-traffic restrictions on federal routes.

Please submit proposals on all issues which need to be resolved by the Government in line with the established procedure.

In cooperation with the Governments of Moscow and the Moscow Region and Russian Railways, please draft proposals on expediting construction of the transport infrastructure of the Moscow transport hub and on ways to eliminate funding shortages in 2013-2015 through the use of allocations stipulated by the Transport System Development, 2016-2020 state programme, including the temporary substitution of funding shortages by sources being used on a recoupable basis.

In cooperation with the Governments of Moscow and the Moscow Region and Russian Railways, while modifying the Transport System Development state programme, please study the issue of additional allocations to finance projects to make it possible to expand the Moscow transport hub, including additional expenditures for the construction of railway infrastructure to expand the volume of intermodal transit to Vnukovo and Sheremetyevo airports, the construction of separate connecting loop roads and outbound motorways in Moscow and Moscow Region at the expense of the budgets at all levels, as well as at the expense of extra-budget funding, including the substitution of budget funding with allocations on a recoupable basis by development institutions and private sources.

Please report on the results of your work by March 11, 2013.

4. Ministry of Transport (Maxim Sokolov)

In cooperation with the Russian Motorways State Company, please analyse the possibility of levying payments for the use of toll-ways on the M-4 Don federal motorway and please take action to reduce the waiting time of motor vehicles at toll gates. Please report on the results.

5. Ministry of Transport (Maxim Sokolov)

In cooperation with the Governments of Moscow and the Moscow Region, please ensure the more active use of special technical conditions during the design and construction of railway overcrossing in order to construct and develop railway crossings at different grades.

In cooperation with the Governments of Moscow and the Moscow Region, please submit proposals on amending Russian legislation in order to:

- allow Russian regional authorities and agencies to monitor compliance with vehicle stopping and parking regulations and to levy administrative fines for the violation of these regulations;

- specify traffic regulations in line with the results of a Moscow Government pilot project to introduce metered parking in central Moscow, including efforts to stipulate various terms for the use of paid parking by various categories of individuals.

In cooperation with Russian Railways, please draft proposals on the long-term system of subsidising commuter-train and long-distance passenger-train traffic in order to ensure more affordable passenger rail traffic.

Please draft proposals on the volume of additional federal-budget revenues, which are scheduled to be received at the end of the first quarter of 2013, and which will be spent on transport-infrastructure development projects in 2013.

With due consideration for the proposals of the Moscow Government, please study the issue of ensuring a joint approach during the calculation of value-added tax, while awarding state contracts to render transport services in all transport categories to the public.”
