Protocol decision at a meeting to develop a network of integrated government and municipal service centres

A meeting to develop a network of integrated government and municipal service centres was held on January 18, 2013. The following decisions were adopted:

1. To take into consideration a report by the Minister of Economic Development on this question.

2. For heads of top executive government bodies in the regions:

a) Based on the location details for integrated government and municipal service centres, and offices of invited organisations in the region concerned, formulated in line with Government instructions to approve schedules for the provision of government and municipal services on the One-_Stop-_Shop  Service principle by defining:

- a map of the location of integrated government and municipal service centres;

- amount and sources of 2013-2015 funding for the establishment of the centres, specifically for each facility in terms of the construction, repairs, renting or acquisition of the premises.

To submit the approved schedules to the Ministry of Economic Development and enter this information into the monitoring system of the Ministry’s integrated centres.

The deadline is March 1, 2013.

b) to provide funding for the implementation of the 2013 schedule.

The deadline is May 1, 2013.

c) to provide funding for the implementation of the 2014 and 2015 schedules.

The deadline is October 1, 2013.

d) to designate an authorised integrated government and municipal service centre.

To submit a copy of the legal act to the Ministry of Economic Development and enter the appropriate information into the monitoring system of the Ministry’s integrated centres.

The deadline is March 1, 2013.

e) to conclude cooperation contracts between the authorised integrated government and municipal service centre and the Interior Ministry, the Federal Taxation Service, the Federal Migration Service, the Federal Registration Service, the  Federal Bailiff Service, the Pension Fund, and regional executive and local government bodies.

Copies of the contracts are to be submitted to the Ministry of Economic Development and the information entered into the monitoring system of the Ministry’s integrated centres.

The deadline is July 1, 2013.

3. The Ministry of Economic Development, jointly with the Finance Ministry, are to determine the funds necessary to co-finance, from the 2013-2015 federal budgets, the expenses of regional government bodies to complete the establishment of a network of integrated centres and invited organisations in the regions.

The deadline is April 1, 2013.

4. The Finance Ministry, jointly with the Ministry of Economic Development, is to:

a) when adjusting the federal budget for 2013 and the 2014-2015 planning period, to provide additional funding from the federal budget in 2013;

b) to provide appropriate funding for 2014 and 2015 in the draft federal budgets for 2014 and the 2015 and 2016 planning period.

The deadline is September 1, 2013.

5. The Ministry of Economic Development is to consider the provision of government and municipal services on the One-Stop-Shop Service principle in population areas with fewer than 1,000 people and submit the resulting proposals to the Government.

The deadline is July 1, 2013.

6. The Interior Ministry, the Taxation Service, the Migration Service, the Federal Registration Service, the Bailiff Service and the Pension Fund are to conclude cooperation contracts with authorised integrated government and municipal service centres in the regions.

They are to inform the Ministry of Economic Development of the results and report back to the Government.

The deadline is July 1, 2013.

7. The Ministry of Economic Development, jointly with the Ministry of Regional Development and the Finance Ministry, is to submit to the Government a draft federal law to bring Article 263 of Federal Law No. 184-FZ of October 6,  1999 On the Principles of the Establishment of Legislative and Executive Authority in the Regions of the Russian Federation in line with Article 16 of Federal Law No. 210-FZ of July 27, 2010 On the Provision of Government and Municipal Services in the section empowering the regions to establish integrated centres.

The deadline is June 1, 2013.
