Prime Minister Dmitry Medvedev has issued instructions following a meeting on utility and housing service tariffs and prices held on January 10, 2013.

1. Take note of the information on the issue provided by Minister of Regional Development Igor Slyunyayev and Federal Tariff Service Head Sergei Novikov.

2. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), the Ministry of Justice (Alexander Konovalov), the Federal Antimonopoly Service (Igor Artemyev), the Federal Tariff Service (Sergei Novikov), and the Federal Service for Supervision of Environment, Technology and Nuclear Management (Nikolai Kutyin) will ensure that the following draft Government resolutions are implemented: On the Establishment of Standards and Regulations for the Management of Apartment Buildings, On the Establishment of a Minimum Set of Services Necessary for the Proper Maintenance of Common Property in Apartment Buildings and Their Delivery and Implementation, and On the Approval of the Public Housing Oversight Procedure.

3. The Ministry of Energy (Alexander Novak), the Ministry of Regional Development (Igor Slyunyayev), the Ministry of Finance (Anton Siluanov), and the Federal Antimonopoly Service (Igor Artemyev) will study the possibility of long-term (five-year) energy supply contracts at fixed prices. Report study findings to the Government by March 14, 2013.

4. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), and the Ministry of Finance (Anton Siluanov) will study the possibility of extending funding from the federal budget to the federal Clean Water programme from 2011 to 2017 after 2013. Report study findings to the Government by April 15, 2013.

5. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), the Ministry of Energy (Alexander Novak), and the Federal Tariff Service (Sergei Novikov) will study the need to change the rules for providing public services to the owners and the users of space in apartment buildings and houses with the executive authorities – Resolution No 354, approved by the Government on May 6, 2011. Report study findings to the Government by March 1, 2013.

6. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov), and the Federal Tariff Service (Sergei Novikov) will consider subsidising utilities, including targeted subsidies. Report study findings to the Government by March 1, 2013

7. Senior government officials (the heads of top executive bodies of constituent entities of the Russian Federation) will implement monitoring in 2013 of compliance with the tariffs schedule and changes to the amounts of payments for services rendered for the public in the context of public service municipalities.
