Protocol decision on the results of a meeting on improving the quality of life for elderly people

Following the meeting on improving the quality of life for elderly people held on December 18, 2012 the following instructions were issued:

1. The Ministry of Healthcare, together with the executive bodies of the regions of the Russian Federation, is to take additional measures to improve the quality and availability of medical care for elderly people, paying special attention to the training of doctors and nurses in gerontology.

The results are to be reported to the Government in April 2013.

2. The Ministry of Labour and Social Security, the Ministry of Healthcare, the Ministry of Economic Development, the Ministry of Finance and the Federal Service for Supervision of Consumer Protection and Welfare, based on the discussions held, is to set up a task group involving the relevant executive bodies and organisations in order to draft proposals for improving the legislation on the provision of social services, including sanitary and epidemiological rules and norms, as well as for developing private-public partnership mechanisms.

The corresponding proposals are to be submitted to the Government in June 2013.

3. The Ministry of Culture and the Ministry of Sport, Tourism and Youth Policy, in conjunction with the executive bodies of the regions of the Russian Federation, are to examine possible measures to improve culture and entertainment and physical fitness and sport among elderly people, paying special attention to training the necessary staff, developing tourist services for this category of people, making cultural, tourist and sporting facilities available to them, and holding family events for people of different ages.

The results are to be reported to the Government in June 2013.

4. The Ministry of Labour and Social Security is to summarise the experience of the ongoing programmes to improve the quality of life for elderly people and, in line with the discussions held and proposals voiced at the meeting, to prepare and submit to the executive bodies of the regions of the Russian Federation recommendations on drafting similar programmes for the period 2014-2018, highlighting the following issues:

- further improvement of social services and medical care, including provision of medicines, especially in rural areas;

- promoting healthy lifestyles;

- developing social tourism;

- incorporating private-public partnership mechanisms in social services;

- providing social support for elderly people facing a difficult life situation;

- introducing an independent system of evaluation for institutions providing social services;

- teaching elderly people computer skills and making computer equipment available to them, including equipment for veterans' organisations.

The results are to be reported to the Government in April 2013.

5. For senior officials (heads of top executive bodies of state power) in the regions of the Russian Federation, based on Ministry of Labour and Social Security recommendations, to adopt regional programmes to improve the quality of life of elderly people for the period 2014-2018.

The results are to be reported to the Government in November 2013.
