On carrying out the Russian President’s instructions following the November 6, 2012 meeting of the Presidential Council for the Development of Physical Fitness and Sport

Participants:

Deputy Prime Minister Dmitry Kozak has ordered to ensure the implementation of President Vladimir Putin’s instructions No. Pr-3305, as follows:

1. The Ministry of Sport, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Regional Development, the Ministry of Education and Science, the Ministry of Communications and Mass Media, as well as the Russian Olympic Committee, the Russian Paralympic Committee, and the Russian Students’ Sport Union have been instructed to provide for the following in the course of their work on the upcoming Russian State Programme for the Development of Physical Fitness and Sport:

* devising measures directed at increasing the number of promising athletes capable of winning gold medals and joining the top three medalists in the non-official Russian Olympic and Paralympic team total at the 31st Olympic Games and the 15th Paralympic Games in Rio de Janeiro (Brazil) in 2016;

* creating conditions for the training of national teams in Olympic and Paralympic events in the Russian Federation, including in the mid-altitude mountain zone;

* creating conditions for competitive applied R&D directed at promoting high-performance sport;

* devising a set of measures aimed at improving the system of training of sport reserves for the Russian Federation’s Olympic and Paralympic teams;

* devising a set of measures aimed at promoting student sport; a set of measures aimed at popularising physical fitness and sport, including the production and dissemination of information and educational programmes made with the participation of public TV and radio companies, taking into account the increased amounts of broadcast time for these purposes.

Deadline: February 1, 2013.

2. The Ministry of Sport, the Ministry of Economic Development and the Ministry of Finance have been instructed to draw up a set of measures directed at providing material incentives for organisations specialising in the area of physical fitness and sport, and to consider the possibility of enabling individuals and legal entities to make voluntary donations to sport societies.

        Deadline: April 10, 2013.

3. The Ministry of Healthcare, the Ministry of Sport, the Federal Medical-Biological Agency, the Ministry of Economic Development and the Ministry of Finance have been instructed to explore the possibility of creating a National Sports Medicine Centre.

        Deadline: April 10, 2013.

4. The Ministry of Sport, the Ministry of Healthcare, the Federal Medical-Biological Agency, the Ministry of Finance and the Ministry of Economic Development have been instructed to approve the necessary organisational decisions to ensure the functioning of the medical support system at federal training centres for athletes.

          Deadline: April 10, 2013.

5. The Ministry of Sport, the Ministry of Finance, the Ministry of Economic Development and the Ministry of Justice have been instructed to draft and submit, in accordance with the existing procedure, an executive order of the President of the Russian Federation on introducing amendments to Executive Order of the President of the Russian Federation No. 386 of March 31, 2011 on increasing the amount of grants to athletes, coaches and other specialists on the Russian Federation’s national teams in the events included in the programmes of the Paralympic Games and the Deaflympic Games out of the general number of grants envisaged by this executive order.

          Deadline: February 5, 2013.

6. The Ministry of Regional Development, the Ministry of Sport and the Ministry of Economic Development have been instructed to update the list of individual indices needed for the assessment of the efficiency of executive authorities in the regions of the Russian Federation by including the “Physical Fitness and Sport” section, and to define indices to be included in the said section.

          Deadline: January 10, 2013.

7. The Ministry of Sport, based on its analysis of Russia's performance at the 30th Olympic Games in London (UK), has been instructed to develop a set of urgent measures directed at improving the performance of the Russian Federation’s swimming, road cycling, track cycling, bicycle motocross, mountain bike, shooting, trap shooting, fencing, and weightlifting teams.

          Deadline: January 15, 2013.

8. The Ministry of Sport, the Ministry of Finance, the Ministry of Economic Development and the Federal Agency for State Property Management, based on the analysis of Russia's performance at the 30th Olympic Games in London (UK) in 2012, have been instructed to establish a sufficient number of federal training facilities in Olympic and Paralympic sports.

          Deadline: June 10, 2015.

9. The Interior Ministry, the Ministry of Transport and the Ministry of Sport have been instructed to define the procedure for using public motor roads, including federal roads, to organise road cycling events.

          Deadline: June 5, 2013.

10. The Ministry of Sport and the Ministry of Finance have been instructed to increase the tenancy expense reimbursement rates and the per diem expense amounts for athletes, coaches and other specialists participating in Olympic physical fitness and sporting events included in the Unified Calendar Plan of Inter-Regional, National and International Physical Fitness Events and Sporting Events.

          Deadline: December 5, 2013.

11. The Ministry of Education and Science, the Ministry of Sport and the Ministry of Finance, jointly with the top officials (heads of the supreme executive authorities) of the regions of the Russian Federation, have been instructed to submit, in accordance with the existing procedure, proposals on legal regulation of the process of establishing general education institutions – specialised boarding schools for young athletes, and on legal regulation of these schools’ operation.

          Deadline: March 10, 2013.

12. The Ministry of Sport has been instructed to develop and approve a procedure for the advanced training of coaches of the Russian Federation’s national teams at higher professional sport schools.

          Deadline: March 10, 2013.

13. The Ministry of Sport, the Ministry of Finance, and the Ministry of Justice have been instructed to improve the mechanism for subsidising the national sports federations, taking into account their fulfillment of commitments with regard to the implementation of the development programmes in their respective sports, including the targeted comprehensive programmes of preparations for the Olympic Games.

          Deadline: March 10, 2013.

14. The Ministry of Sport, the Ministry of Economic Development and the Ministry of Finance, jointly with the Government of the Republic of Bashkortostan and the Russian Paralympic Committee, have been instructed to complete the construction of the Paralympic Training Centre in Ufa.

          Deadline: December 10, 2014.

15. The Ministry of Sport, the Ministry of Finance and the Ministry of Justice, jointly with the top officials (heads of the supreme executive authorities) of the regions of the Russian Federation have been instructed to improve the mechanism for subsidising the regions exercising their powers, as stipulated by the federal law, in the area of development of physical fitness and sport, taking into account their performance of the commitments to implement the development programmes in relevant sports.

          Deadline: June 10, 2013.

16. The Ministry of Sport, the Ministry of Regional Development, the Ministry of Education and Science, the Ministry of Economic Development, the Ministry of Finance and the Ministry of Justice, jointly with the Russian Students’ Sport Union and the top officials (heads of the supreme executive authorities) of the regions of the Russian Federation, have been instructed to draw up and submit to the State Duma of the Federal Assembly of the Russian Federation a draft federal law specifying the powers of the national sport federations and delimiting the powers between the Russian Federation and the regions of the Russian Federation in the following fields:

* promoting child and teenage sport, school sport, student sport, mass sport, high-performance sport and professional sport, and training sport reserves for the Russian Federation’s national teams;

 * ensuring participation of the Russian Federation’s national teams in relevant sports in national and international official sporting events held in the Russian Federation;

* defining the procedure for interaction between physical fitness and sport entities in the Russian Federation and instituting their liability for performing their functions.

          Deadline: February 1, 2013.

17. The Ministry of Sport and the Ministry of Healthcare, jointly with the Russian Academy of Sciences and the Russian Academy of Medical Sciences, have been instructed to develop and approve a five-year plan of fundamental research in the area of physical fitness and sport, directed at creating innovative sport and medical-biological technologies under the Long-Term Programme of Fundamental Research for the State Academies of Sciences.

          Deadline: February 5, 2013.
