Deputy Prime Minister Olga Golodets issues a number of instructions following a meeting of the Government Council on Guardianship

I. Plan of work of the Government Council on Guardianship for the second
half of 2012 and the draft plan for 2013

1. Take note of the report by Deputy Chairperson of the Government Council on Guardianship (hereinafter referred to as the Council) Yulia Basova on this issue.

2. Take note of the report by Deputy Minister of Healthcare Tatyana Yakovleva on implementing the Council’s instructions on the formation of guardianship councils in federal medical institutions.

3. Ministry of Healthcare (Veronika Skvortsova):

- coordinate the Council’s draft standard provisions on guardianship councils at federal state-funded healthcare institutions before January 1, 2013 with the relevant bodies;

- establish, jointly with the Russian Academy of Medical Sciences (Ivan Dedov) and the Federal Medical-Biological Agency (Vladimir Uiba), guardianship councils in the following 10 federal medical institutions:

The Academician Kulakov Research Centre of Obstetrics, Gynaecology and Perinatology;

The Academician Fyodorov Eye Microsurgery Complex;

The Russian Children’s Hospital;

The Vishnevsky Surgery Institute;

The Helmholtz Moscow Research Institute of Eye Diseases;

The Blokhin Russian Oncological Research Centre at the Russian Academy of Medical Sciences;

The Pirogov National Surgical Centre;

The Rogachyov Federal Research Centre of Pediatric Hematology, Oncology and Immunology

The Burnazyan Federal Medical Biophysical Centre at the Federal Medical-Biological Agency;

The Bakulev Research Centre for Cardiovascular Surgery at the Russian Academy of Medical Sciences.

4. Ministry of Healthcare (Veronika Skvortsova):

prepare, in cooperation with the Council, proposals on the legal foundation of the work of guardianship councils in the healthcare system until February 1, 2013.

5. Ministry of Healthcare (Veronika Skvortsova), Ministry of Labour (Maxim Topilin) and Ministry of Education and Science (Dmitry Livanov):

draft a declaration on transparency with due account of the Council’s proposals.

6. Council:

note that the Ministry of Healthcare has not fulfilled on time the decision to establish a federal centre for the treatment of mucoviscidosis in adults, which was adopted at the Council’s meeting on October 10, 2012.

Ministry of Healthcare (Veronika Skvortsova):

examine, in cooperation with the interested executive bodies, all aspects of the formation of a centre for the treatment of mucoviscidosis, including property and legal issues, and submit for consideration by the Council’s Chairperson a relevant plan and time schedule before January 30, 2013.

 

II. The boarding school system in the Russian Federation

1.     Take note of the information provided by the following persons:

-Yelena Alshanskaya, President of the Volunteers Supporting Orphans Charity, on children’s residence in a closed institution, and the need to switch to family upbringing;

- Vyacheslav Moskvichyov, an employee of the Perekryostok Centre for Social and Psychological Adaptation of Teenagers, on the need to prevent children from being placed in boarding schools;

- Sofya Komarova, Assistant Professor of the special psychology and correctional pedagogy chair at the Moscow Institute of Open Education, on creating normal conditions for children’s stay in boarding schools;

- Natalya Nikiforova, Chief Medical Officer of St. Petersburg’s Children’s Home No 13 for orphans and children without parental custody, on creating normal conditions for children’s stay in boarding schools;

- Tatyana Shakhova, Deputy Director of the Road to Home Charity, on the need to prevent child abandonment;

- Vitaly Rubtsov, Rector of the Moscow State University of Psychology and Education, on the training of personnel as an indispensable condition for reforming the boarding school system.

2. The Ministry of Labour (Maxim Topilin), in cooperation with the Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Education and Science (Dmitry Livanov), and with the participation of Vitaly Rubtsov, Rector of the Moscow State University of Psychology and Education:

- establish a working group at the Ministry of Labour to draft proposals on developing professional standards for inter-branch specialties in the social sphere;

- compile a list of these specialists and describe the requirements for professional standards on each category before March 1, 2013;

- report on the progress in elaborating the above-mentioned professional standards to the Council Chairperson before July 1, 2013.

3. Take note of the information provided by the following persons:

- Yelena Klochko, Special Envoy of the Inter-Regional Public Association in Support of Children and Adults with Deviations and Aberrations in their Psychological and Physical Development in Moscow and the Moscow Region on special arrangements for children with disabilities, including persons disabled since childhood, and proposals on reforming children’s homes and boarding schools in the social services system;

- Maria Ostrovskaya, Director of the St. Petersburg Charity, Perspectives, on step-by-step reforming of Children’s Home No 4 in the town of Pavlovsk;

- Andrei Tsaryov, Director of the Centre for Remedial Pedagogy and Differentiated Training, on the system of care for children and adults with disabilities as an alternative to their placement in boarding schools.

4.The Ministry of Labour (Maxim Topilin), the Ministry of Education and Science (Dmitry Livanov) and the Ministry of Health (Veronika Skvortsova), in cooperation with the executive bodies of the regions and with the participation of independent experts, to inspect all inpatient neuropsychiatric social institutions before July 1, 2013, including those for children, and based on the results of the inspection, to submit proposals on changing the existing terms and conditions for their revision, proceeding primarily from medical indications and decisions of medical and pedagogical commissions.

Report on the results to a meeting of the Council.

5. The Ministry of Education and Science (Dmitry Livanov), the Ministry of Labour (Maxim Topilin) and the Ministry of Healthcare (Veronika Skvortsova), in cooperation  with the Council, are to submit proposals before April 1, 2013 on improving the performance of organisations rendering assistance to orphaned children, children with disabilities and children without parental custody, with a view to bringing them up in a family-like atmosphere and involving the said organisations in their family arrangements and adaptation upon graduation from boarding schools.

6. The Ministry of Labour (Maxim Topilin) is to publish on the ministry’s website, before January 1, 2013, reports and presentations that were submitted to the meeting of the Council on December 18, 2012.
