Instructions of the Prime Minister aimed at preventing traffic jams on motorways in winter

In view of the critical conditions on the M-10 Rossiya federal motorway in late November-early December 2012 and to prevent traffic jams on motorways in winter, the following instructions have been issued:

1. First Deputy Prime Minister Igor Shuvalov shall review the following issues at a meeting of the Government Traffic Safety Commission:

- Legislative introduction of the mandatory use of winter tires (antiskid chains if necessary) for buses, cars and lorries;

- Determination of periods for their use with due account of climatic zones of the Russian Federation;

- Drafting and application of organisational and legal mechanisms for reducing the registration time of traffic accidents involving material damage;

- Tightening measures to monitor the vehicles’ weight.

2. The Ministry of Transport (Maxim Sokolov)

- The Ministry shall analyse the reasons for the extensive traffic jams on the M-10 Rossiya federal motorway;

- The Ministry shall take disciplinary measures against the persons responsible for the poor traffic organisation on the M-10 Rossiya federal motorway during the period of bad weather in late November-early December 2012.

A report on the adopted decisions is to be submitted to the Government of the Russian Federation.
