Prime Minister Dmitry Medvedev approves government programme to support employment

This programme is aimed at creating a legal, economic and institutional environment for the comprehensive development of Russia’s labour market.

The main goals of this programme are to slow the shrinking labour market, to attract foreign professionals depending on various Russian industries’ needs, to help maintain a qualified workforce and to protect Russians’ labour rights.

The programme’s targets and measurements include the real unemployment rate, the registered unemployment rate, the percentage of foreign professionals in the regions; the percentage of the workforce on the payroll whose workplace does not meet labour hygiene requirements.

The programme includes the following subprogrammes: an active employment policy and social support for unemployed citizens; external labour migration; and the development of labour market institutions.

The programme is scheduled for 2013-2020. Total government financing for the whole term of the programme is 634.9 billion roubles, including 569.3 billion roubles from the federal budget. In 2013 and the planning period of 2014-2015, programme funding will total 229.7 billion roubles, including 205 billion roubles contributed by the federal budget.
