Background material for the Sept. 27, 2012 meeting (Press release)

PRESS RELEASE *

The following issues are scheduled for discussion at the Government Presidium meeting on Sept. 27, 2012:

1. Main power industry modernisation measures up to 2020

The modernisation programme seeks to overhaul the power industry using domestic and global experience. It also stipulates a more reliable power supply and greater national energy security. Plans also include curbing prices for electricity and heat energy on this basis.

2. Amending legislation to make military service by conscription more prestigious and attractive

3. Draft Federal Law On Amending Certain  Legislative Acts of the Russian Federation as Regards the Creation of a Transparent Remuneration Mechanism for the Heads of State (Municipal) Agencies and the Submission of Income and Property Declarations by These Officials, as well the Submission of their Declarations on Property-Related ObligationsUnder the document, standard labour contracts should be signed with the heads of the above-mentioned agencies.

4. Draft Federal Law On Strategic State Management

Under the draft law, the relevant system of strategic state management should be based on domestic and global experience and achievements. This approach should include the strategic state management instruments used in Russia and abroad.

5. Draft Federal Law On Amending the Federal Law On Organising and Holding the Twenty-Second Winter Olympic Games and the Eleventh Paralympic Winter Games in the City of Sochi in 2014'; On the Development of the City of Sochi as a Mountain-Climate Resort; and On Amending Certain Legislative Acts of the Russian Federation and the Administrative Code of Offences

When approved, the draft law will make it possible to fulfil obligations before the International Olympic Committee to resolve the issue of ticket sales for sport events and game ceremonies. Mechanisms to prevent illegal ticket sales will also be created.

6. Draft Federal Law On Amending the Code of Criminal Proceedings of the Russian Federation and the Federal Law On Amending the Code of Criminal Proceedings of the Russian Federation and Declaring Certain Legislative Acts (Provisions of Legislative Acts) of the Russian Federation Null and Void

When approved, the draft law will make it possible to bring specific provisions of the Code of Criminal Proceedings on the reconsideration of criminal case court verdicts, due to new or newly revealed circumstances, in conformity with the legal position contained in the Constitutional Court’s Resolution No 6-P dated May 16, 2007, and to ensure the judicial protection of citizens’ constitutional rights.

7. Draft Federal Law On Amending Article 2 of the Russian Federation’s Law On Employment in the Russian Federation

When approved, the draft law will make it possible to eliminate a discrepancy in legal regulation and enable individuals working for non-profit organisations, whose organisational and legal form does not allow their founders to obtain profits from the work of such organisations, as well as the members of homeowner partnerships, to attain a jobless person status and receive relevant social benefits.

8. Draft Federal Law On Ratifying the Social Security Agreement between the Russian Federation and the Czech RepublicThe Agreement stipulates the allocation of 124.8 million roubles  in 2013 to pay pensions for Russian citizens leaving Russia for the Czech Republic.  Such allocations from mandatory pension insurance premiums will total 135.6 million roubles in 2014 and 147.6 million roubles in 2015, respectively.

9. Draft Federal Law n Amending Article 361, Part Two of the Russian Federation’s Tax Code

Under the draft law, plans include raising transport tax rates for passenger cars with engines of over 410 h. p., motorcycles and hydro-cycles with engines of over 150 h. p., and speedboats and yachts with engines of over 300 h. p.

When approved, the draft law will make it possible to obtain more regional budget proceeds totalling about 2 billion roubles.

10. Submitting to the President of the Russian Federation a proposal to sign the Agreement between the Russian Federation and the Republic of Tajikistan on the Status and the Deployment Terms of a Military Base on the Territory of the Republic of Tajikistan

The agreement regulates issues pertaining to the status of the military base’s personnel and their families, the relevant procedure for this base’s operation in Tajikistan, the use of real estate and other property, and the use of Russian military units in conjunction with the Tajik armed forces to ensure the security of the parties.

11. Introducing Amendments to Certain Acts of the Government of the Russian Federation

The draft resolution seeks to improve various law-making mechanisms involving federal executive bodies and to ensure the timely drafting of regulatory documents that are needed to ensure the effective implementation by the Government of enacted federal laws.

12.  Introducing Amendments to the Statute On the Federal Agency for Sea and Inland Water Transport (Rosmorrechflot)

Under the draft resolution, Rosmorrechflot will receive the right to sign a contract to establish an artificial land plot (without an open tender) in line with the Government’s decision to build or expand a seaport and to establish such a plot.

13. Introducing Amendments to the Statute On the Federal Service for Supervision of Natural Resources

The decision to amend the statute is motivated by the need to bring it into line with the Single List of Products covered by export and import bans, which are imposed by Eurasian Economic Community members while trading with third countries.

14. Exercising certain powers and functions of the founder of the Federal Cadastre Chamber of the Federal State Registration Service, Cadastre and Cartography (Rosreestr) Federal State Budget Institution

Under the draft resolution, the Ministry of Economic Development will receive the right to appoint and dismiss the head of the organisation, to sign a labour contract with him, and to amend and annul his labour contract. This will make it possible to improve Rosreestr's performance.

15. Concerning the Government Commission on Health Protection

It is suggested that the commission’s line-up will include the representatives of federal executive bodies, regional executive bodies, the Federal Assembly, and several public organisations.

The Government’s Executive Office will be expected to provide organisational and technical support for the commission’s activities.
