Prime Minister Dmitry Medvedev signs a directive approving the Federal Targeted Programme “The Development of the Judicial System in Russia for 2013-2020.”

The aim of the programme is to provide continuity in the implementation of measures to develop the judicial system and increase the efficiency of the implementation of legal judgments, the foundations for which were laid down by the federal targeted programmes "The Development of the Judicial System in Russia" for 2002-2006 and "The Development of the Judicial System in Russia" for 2007 – 2012, and to increase the quality of forensic examinations.

The programme's aims and objectives have been worked out on the basis of the Concept of the Long-Term Socio-Economic Development of the Russian Federation up to 2020, approved by Government directive No. 1662-r of 17 November 2008.

The goals set out in the programme are pivotal for the development of the Russian judicial system.

The programme is aimed at improving the quality of justice and of the legal protection of the rights and interests of individuals and organisations.

To achieve these goals and objectives the programme outlines the following set of measures:

computerisation of the judicial system, introduction of modern information technology into the work of the judicial system;

construction, renovation and purchase of buildings to house courts, branches of the Federal Bailiff System and state forensic expert institutions under the jurisdiction of the Ministry of Justice;

provision of housing for judges and subsidies to purchase housing for judicial staff;

equipping courts with security systems and providing alarm buttons for judges;

introduction of modern information technology in forensic activities, improving their material and technical base, and providing modern equipment for forensic laboratories;

introduction of modern technology into the system for the implementation of legal judgments, acts by other organisations and officials; establishment of a unified automated information system of the Federal Bailiff System and creation of an electronic archive for the storage of electronic documents in order to switch over to compulsory computerisation.
