Protocol of the meeting on the future of the fishing industry chaired by the Prime Minister

1. To take note of the briefing on the issue by the Minister of Agriculture Nikolai Fyodorov and the Head of the Federal Agency for Fisheries, Andrei Krainy.

2. The Ministry of Agriculture (Nikolai Fyodorov), Rosrybolovstvo (Andrei Krainy) in cooperation with the federal executive bodies concerned shall:

a) with due account for earlier instructions from the President and the Government of the Russian Federation submit to the Government according to standard procedure draft regulatory legal acts in the field of the fishing industry including the following:

- draft federal law On Introducing Amendments to Certain  Legislative Acts of the Russian Federation Aimed at Improving State Control (Supervision) of the Fisheries Sector and the Preservation of Biological Water Resources as Well as Increasing Criminal and Administrative Liability for Violations in this Field;

- draft federal law On Amateur Fishing;

- draft amendments of the Government to the draft federal law On Aquaculture;

- draft regulatory legal act establishing the list of cover documents required for the haulage of fish and fishproducts within the territory of the Russian Federation.

Deadline: September 20, 2012;

- draft federal law On Introducing Amendments to the Federal Law On Fishing and the Preservation of Biological Water Resources to expand the range of legal activities for fishing fleet vessels while fishing in coastal areas.

Deadline: October 8, 2012;

b) study the feasibility of striking out of the federal law On Fisheriesand the Preservation of Biological Water Resources the provision envisaging the destruction of biological water resources recovered (caught) during the course of research and test fishing.   

The results shall be reported to the Government of the Russian Federation.

3. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Finance (Anton Siluanov) and Rosrybolovstvo (Andrei Krainy), with due consideration for earlier Government instructions, shall study the issue of allocating federal budget money in 2013-2015 for the expansion of scientific research at fisheries.  

The results shall be reported to the Government by September 17, 2012.

4.The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov), in cooperation  with the federal executive bodies concerned and the lending institutions that finance fisheries, both enterprises and organisations, shall study the issue of expanding the types and forms of collateral, including the pledge of shares in the catch quotas of biological water resources when extending credit to fishery enterprises and organisations.  

The results shall be reported to the Government.

5. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Economic Development (Andrei Belousov) and Rosrybolovstvo (Andrei Krainy), in cooperation  with the federal executive bodies concerned and with the participation of lending institutions and leasing companies that finance fishery enterprises and organisations, shall study and submit to the Government proposals on mechanisms of financial incentives to replenish the fleet of fishing vessels.

Deadline: October 9, 2012.

6. The Federal Tariff Service (Sergei Novikov), the Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Finance (Anton Siluanov), the Ministry of Economic Development (Andrei Belousov) and Rosrybolovstvo (Andrei Krainy) shall study the possibility of setting reduced tariffs for the services of the icebreaker fleet on the Northern Sea Route lanes to ensure the carriage of biological water resource products from the Far East to the European part of the Russian Federation.

The results shall be reported to the Government by October 11, 2012.

7. The Federal Security Service (Alexander Bortnikov), in cooperation  with the federal executive bodies concerned and with due consideration for   earlier instructions, shall submit to the Government, in accordance with standard procedures, proposals aimed at simplifying the procedure of multiple crossing of the Russian state border by Russian fishing vessels operating in internal  sea waters, in the territorial seas, in the exclusive economic zone and on the continental shelf of the Russian Federation.

Deadline: October 15, 2012.

8.The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Finance (Anton Siluanov), the Ministry of Economic Development (Andrei Belousov), the Federal Security Service (Alexander Bortnikov) and Rosrybolovstvo (Andrei Krainy), with due consideration for earlier Government instructions, shall additionally study the issue of the number of fishery inspectors at the regional offices of Rosrybolovstvo.

The results shall be reported to the Government by October 17, 2012.

9. The Ministry of Agriculture (Nikolai Fyodorov), the Federal Security Service (Alexander Bortnikov), Rosrybolovstvo (Andrei Krainy), in cooperation   with the federal executive bodies concerned, shall review the enforcement of the provisions of articles 8.17 and 8.37 of the Code of the Russian Federation on Administrative Offences to see if differentiated penalties can be introduced depending on the gravity of the offence committed.

The results shall be reported to the Government by October 18, 2012.

10. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Economic Development (Andrei Belousov), in cooperation   with the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation, with the participation of industry unions (associations) shall study the possibility of placing orders for domestically caught fish and fish products for state and municipal needs with the producers of such products.

Proposals on the issue shall be submitted to the Government by October 22, 2012.

11. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of Industry and Trade (Denis Manturov) and the Ministry of Regional Development (Oleg Govorun), in cooperation with the executive bodies of the constituent entities of the Russian Federation shall study the issue of organising specialized wholesale trade markets and retail fish and fishing product trade networks.

The results shall be reported to the Government by November 12, 2012.

12. The Ministry of Agriculture (Nikolai Fyodorov) and Rosrybolovstvo (Andrei Krainy), in cooperation with the federal executive bodies concerned and with the participation of the executive bodies of the constituent entities of the Russian Federation and the industry unions (associations) shall prepare and submit to the Government proposals on economic, tax and tariff measures to stimulate:

- increased production and domestic consumption of fish and fish products, including the development of the marketing and production infrastructure;

- supplies of catches of biological water resources to the territory of the Russian Federation for further processing and sale in the domestic market.

Deadline: November 27, 2012.

13. The Ministry of Agriculture (Nikolai Fyodorov), the Federal Anti-Monopoly Service (Igor Artemyev) and Rosrybolovstvo (Andrei Krainy), in cooperation with the federal executive bodies concerned and with the participation of industry unions (associations) shall submit to the Government proposals aimed at reducing the financial and economic dependence of Russian fishing enterprises on foreign companies.

Deadline: December 5, 2012.

14. The Ministry of Agriculture (Nikolai Fyodorov), Rosrybolovstvo (Andrei Krainy) in cooperation with the federal executive bodies concerned, shall consider the feasibility of specifying extraction (catch) quotas of said resources assigned to the users of biological water resources.

The results shall be reported to the Government by December 13, 2012.

15. The Ministry of Agriculture (Nikolai Fyodorov), Rosrybolovstvo (Andrei Krainy), in cooperation with the federal executive bodies and the executive bodies of constituent entities of the Russian Federation concerned shall bring the representatives of industry unions (associations) into the process of determining the priorities of state policy and measures of state support for the fishing industry.

The results shall be reported to the Government by December 20, 2012.
