Prime Minister Dmitry Medvedev congratulates Vladimir Balynets on winning a silver medal in powerlifting (under 48 kg weight category) at the XIV Paralympic Games in London
The message reads in part:
"You represented our country well in London. You showed your will to win, skill, and fortitude to beat your strong opponents in power-lifting and won the first medal for team Russia at the Paralympics."
