Acting First Deputy Prime Minister Viktor Zubkov chairs a regular meeting of the Sub-Commission on Customs Tariff and Non-Tariff Regulations and Foreign Trade Protective Measures

The participants in the meeting considered and coordinated a number of proposals to expand domestic production of specific types of road-building equipment. Among them were a proposal to increase import duties on bulldozers with engines of more than 250 h.p. (Code 842911 001 0 of the Foreign Trade Products List) from 0% to 10%, and to increase import duties on pipe-laying equipment (Code 842649 009 0 of the Foreign Trade Products List) from 5% to 10%. There are also plans to increase import duties on bulldozers with engines of 400 h.p. or more, and on pipe-laying equipment with a lifting capacity of 90 tonnes or more (Codes 842649 001 0 and 842911 002 0 of the Foreign Trade Products List).

In an effort to support the early stages of domestic production of electric welding equipment, members of the sub-commission deemed it appropriate to single out BIKOX-type cables as a separate code of the Foreign Trade Products List and to reduce the relevant import duties from 15% to 5%. At the same time, import duties on ready-made electric welding equipment will increase from 0% to 5%.

Members of the commission also decided to assess additional motivations for reducing the List of Sensitive Products, which contains 5,015 items, by 2,010 items. This concerns various items whose customs duties are changed by consensus at meetings of the Council of the Eurasian Economic Commission.

After the discussion, the sub-commission's members supported the introduction of export duties on crude benzene accounting for 10% of its customs value. This decision was motivated by certain crude benzene shortages on the domestic market.

In conclusion, the participants in the meeting decided to retain a special protectionist measure with regard to stainless pipes (9.9% but not less than $1,500 per tonne).
