First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Russian Government Sub-Commission for Customs Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade

The participants in the meeting discussed and approved a series of proposals aimed at optimising customs tariff regulations with regard to fresh and chilled raw fish accepted for processing in coastal areas. In particular, the sub-commission extended the duty-free import regime for capelin and pollack. Haddock and cod import duties will be reduced from 10% to 5%.

Considering the recent advancement of computer assembly in Russia, the participants supported the introduction of a 10% import tax on computers (excluding notebook computers). Until recently, they were exported tax-free.

The sub-commission approved preferential export taxation of several types of oil at 10% of the standard crude rate for super viscous oil and 45% of the standard rate for oil produced at the Prorazlomnoye deposit.

On the other hand, the participants did not find sufficient grounds to maintain the low import taxes on precious metals and cargo-and-passenger sea-going ferries, introduced by Resolution No. 130 of the Customs Union Commission on November 27, 2009. Further, they did not support a change of import duties on glass powder, granules or flake; pulp fabric; and polyurethane building materials.

The participants agreed that the issue of applying a special customs procedure for all products imported for use during the 27th Summer Student Games in 2013, the 16th Water Sport Championships in 2015 in Kazan, and the 2018 FIFA World Cup requires additional consideration.

Finally the sub-commission generally supported the protective measures proposed following an anti-dumping investigation with regard to Chinese flat-rolled product supplies. The participants noted that customs codes need to be verified for some of the products that will be affected by this move, as listed in the Common Product Classifier for Foreign Economic Activities.
