The following issues are planned for discussion at the March 29, 2012 Government Presidium meeting:

1. Draft federal law On Introducing Amendments to Article 27 of the Federal Law On Gas Supply in the Russian Federation

The draft federal law has been submitted the Ministry of Energy of the Russian Federation.

The available capacities of gas pipeline system are currently restricted.

The draft law provides for primary access to available capacities of gas pipelines and gas distribution networks to pump stripped dry gas, a product of the associated gas conversion process.

Filling gas pipelines with stripped dry gas is one of the most common methods of using it efficiently. According to the data of oil and gas companies, the share of associated gas use by filling gas pipeline networks of the total use of associated gas is 57%.

The adoption of the draft law will contribute to reducing emissions of hazardous pollutants produced by associated gas flaring as well to the development of the gas pipeline network.

2. Draft federal law On Introducing Amendments to the Town Planning Code of the Russian Federation and Certain Legislative Acts of the Russian Federation

The draft federal law has been submitted by the Ministry of Regional Development of the Russian Federation. 

The draft federal law provides for extending the terms of technical specifications for connecting permanent buildings under construction to utilities for between two to five years in the event of a comprehensive land plot development for housing construction. This will reduce the developer expenses for issuance of technical specifications for connecting or reissuance.

To coordinate the legal statutes and improve legal regulation of town planning and other activities, the draft law proposes amendments introducing a uniform terminology on connecting to utilities in the Town Planning Code, Land Code, Code on Administrative Offenses, the federal law On Foundations of Utility Price Regulation, the federal law On Protection of Competition, the federal law On Heat Supply and the federal law On Water Supply and Disposal.

3. Draft federal law On Ratification of the Agreement on the Joint Board of the Customs Services of the Customs Union Member States

The draft federal law has been developed by the Federal Customs Service and the Ministry of Foreign Affairs of the Russian Federation.

The draft law provides for the Russian Federation to agree to liabilities under the law On Ratification of the Agreement on the Joint Board of the Customs Services of the Customs Union Member States.

The primary missions of the joint board are to coordinate the interaction between the customs services of the Customs Union member states in implementing the goals of the union, for standardisation of using, forming and improving the Customs Union legal base in customs, as well as ensuring a uniform customs law and customs regulation in the Customs Union.

4. Establishing additional requirements for state order contractors when placing orders for the supply of clothing and equipment for the needs of federal executive bodies

The draft resolution has been submitted by the Ministry of Economic Development of the Russian Federation and provides for an extension of the number of Russian made worsted fabrics in the manufactured goods supplied under the state defence order. This will support domestic producers.

5. Introducing amendments to the Statute on the Ministry of Education and Science of the Russian Federation

The draft resolution has been submitted by the Ministry of Education and Science of the Russian Federation.

In accordance with the federal law Introducing Amendments to the Federal Law On Physical Culture and Sport in the Russian Federation and Article 16 of the Federal Law On Higher Postgraduate Professional Education, in order to attract pupils/students to exercise and promote sport among pupils and students of educational institutions of junior schools, secondary schools, vocational schools, secondary and higher vocational education institutions, school and student sport clubs may be created. Such sport clubs shall operate under the procedure established by a federal executive body authorised by the government.

The draft resolution introduces in the Statute on the Ministry of Education and Science of the Russian Federation amendments authorising a department to establish a procedure for the operation of school and student sport clubs.

6. Introducing amendments to the Statute on the Ministry of Healthcare and Social Development of the Russian Federation and the Statute on the Federal Service for Labour and Employment 

The draft resolution has been submitted by the Ministry of Healthcare and Social Development of the Russian Federation.

The draft resolution introduces amendments to the Statute on the Ministry of Healthcare and Social Development of the Russian Federation and the Statute on the Federal Service for Labour and Employment in accordance with the Law of the Russian Federation On the Employment of the Population in the Russian Federation.

The Ministry of Healthcare and Social Development of the Russian Federation is granted the powers to establish regulatory acts on adopting federal state standards of state services, state functions, indicators of targeted employment forecasts and standards of welfare benefits for the unemployed as well as monitoring and assessing the quality of and access to state services, efficient implementation of additional events on the labour market of constituent territories of the Russian Federation.

The Federal Service for Labour and Employment is granted the powers of control and overview over the legal support and welfare benefits to the unemployed, as well as control over state guarantees of social support of the unemployed with issuance of mandatory instructions. 

7. Allocating to the government of the Republic of Dagestan a State Housing Certificate to be extended to a citizen who was deprived of his home due to the lawful suppression of a terrorist attack on January 7, 2010, in the village of Korkmaskala (Kumtorkalinsky District, Republic of Dagestan)

The draft executive order has been submitted by the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation.

On January 7, 2010, a private home was completely destroyed in the course of an operation against a terrorist attack in the village of Korkmaskala (Kumtorkalinsky District, Republic of Dagestan).

The draft executive order instructs the Ministry of Finance to issue in 2012 to the government of the Republic of Dagestan one state housing certificate to be extended to the citizen who lost his home.

8. Allocating to the government of the Kabardino-Balkarian Republic a State Housing Certificate to be extended to a citizen who was deprived of his home due to the lawful suppression of a terrorist attack on September 3, 2011, in Baksan (Kabardino-Balkarian Republic)

On September 3, 2011, a private home and belongings were completely destroyed, and the residents suffered injuries, in the course of an operation against a terrorist attack in Baksan (Kabardino-Balkarian Republic).

The draft executive order instructs the Ministry of Finance to issue to the government of the Kabardino-Balkarian Republic one state housing certificate in 2012 to be extended to the citizen who lost his home.
