First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Subcommission for Customs Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade

The meeting participants overall supported a proposal to introduce duty-free treatment for the import of several types of presses and radial forging machines to which Russia produces no equivalents. Following refinements in the classification of this equipment, this issue will be considered again, if necessary.

The subcommission supported a zero import duty on several organic compounds for pesticide production.

A decision was also made at the meeting to levy a 5% import duty on several types of industrial compressors.

After revisiting the issue, the Subcommission deemed it appropriate to set an export duty on propylene trimmer and tetramer at 6.5% of the current crude oil export duty rate.

The meeting participants agreed to temporarily reduce the soybean export duty rate until October 1, 2012, in view of last year's large soybean harvest. The rate will be temporarily reduced from 20% (but no less than 35 euros for 1,000 kilos of soybean) to 5%, but no less that 8.50 euros for 1,000 kilos.

The subcommission also considered several non-tariff regulation policies.

Following the discussion, the subcommission decided to reconsider whether to cut the range of cryptographic equipment that is restricted from import into the Customs Union of Russia, Belarus and Kazakhstan.

Finally, the subcommission members supported a proposal to introduce a single form for permits used for products prohibited or restricted from entry in, exit from, or transit through the Customs Union member countries, as well as procedural guidelines for filling in this form.
