Deputy Prime Minister Sergei Ivanov signs instructions on leasing 200,000 open wagons to Russian Railways (RZhD)

The instructions provide for the transfer, before November 1, of at least 200,000 open wagons on lease to Russian Railways from its subsidiaries, RZhD-Pervaya Gruzovaya Kompaniya (First Freight Company) and RZhD-Vtoraya Gruzovaya Kompaniya (Second Freight Company). The wagons to be provided by the former company shall remain on lease until its stock, up for privatisation, changes hands, while the latter's shall be leased till an efficient management model is created for running a fleet of private multi-purpose wagons.

The measure is temporary, necessitated by the decline in the number of shipping orders from freight owners that RZhD has managed to fulfill. This decline is the result of the lack of an efficient model for running a wagon fleet, with several operators per train. Such a model is to be designed as part of the Plan of Measures to Realise a Target Market Model of Rail Shipping to 2015. This plan has already been approved by the government.
