PRESS RELEASE *

The Government Presidium of the Russian Federation, at its meeting of July 21, 2011, adopted the following decisions on the agenda items:

1. Progress in drafting government programmes of the Russian Federation

The Government has instructed the Ministry of Economic Development and the Ministry of Finance:

• to continue work on the expert assessment of draft government programmes of the Russian Federation, particularly in order to provide conformity in their funding to the proposed ceiling federal budget allocations for 2012 and the 2013-2014 planning period; when necessary, to settle the differences between federal executive bodies, state corporations and other responsible executives and co-executives of government programmes;
• in cooperation with the Ministry of Healthcare and Social Development and with the participation of the relevant federal executive bodies, to make supplementary expert assessments of issues pertaining to the drafting of the federal programme, Development of the Pension System.

The work that is carried out shall be reported to the Government by November 1, 2011.

Federal executive bodies, state corporations and other responsible executives and co-executives of government programmes shall make the necessary improvements to the draft government programmes and their fundamental provisions (concepts) in order to eliminate the deficiencies mentioned in the conclusions of the Ministry of Economic Development and the Ministry of Finance, paying special attention to:

• the conformity of targets, goals and indices to the strategic directions of national socio-economic development and the indices of the Long-Term Concept of the Socio-Economic Development of the Russian Federation up to 2020 (inclusive);
• the planning of legislative and other government regulation of the implementation of government programmes and the assessment of their financial impact on budget revenues;
• the analysis of the influence of the implementation of government programmes on related economic sectors and socio-economic development on the whole;
• the conformity of targets, goals and measures, including those of departmental targeted programmes, to the targets and indices of government programmes;
• when necessary, the division of government programme implementation into stages, their verification, and the monitoring of the interim results;
• the monitoring of participation of the Russian regions, extra-budgetary state funds and other organisations in the implementation of government programmes, and the substantiation of their predicted funding.

The draft government programmes shall be submitted to the Government before Dec. 1.

The Ministry of Economic Development, the Ministry of Finance and relevant federal executive bodies have been instructed to analyse the readiness to draw the federal budget, proceeding from the targeted programme principle for 2013, 2014 and 2015, and submit the report to the Government by April 1, 2012.

2. Draft federal law On Amending Certain Legislative Acts of the Russian Federation related to Education of Individuals Willing to Take Care of Children Left without Parental Care

The government approved the draft federal law and decided to submit it to the State Duma.

3. Draft federal law On Amending Article 22 of the Federal Law On the Basic Guarantees of Children’s Rights in the Russian Federation

The government approved the draft federal law and decided to submit it to the State Duma.

4. Draft federal law On Amending the Federal Law On State Protection and Other Legislative Acts of the Russian Federation

The government approved the draft federal law and decided to submit it to the State Duma.

5. Draft federal law On Amending the Administrative Offences Code of the Russian Federation

The government approved the draft federal law and decided to submit it to the State Duma.

6. Introducing amendments to certain legislative acts of the Government of the Russian Federation

The government adopted a relevant draft resolution.

7. Draft federal law On Ratification of the Agreement on Special Protective, Anti-Dumping and Countervailing Measures during the Transitional Period

The government approved the draft federal law and decided to submit it to the State Duma.

8. The procedure for selecting and coordinating the implementation of federal districts’ priority investment projects and amending certain legislative acts of the Government of the Russian Federation

The government adopted a relevant draft resolution.

9. Introducing amendments to the Statute on the Federal Tariff Service

The government adopted a relevant draft resolution.

10. Signing the Protocol on Amending the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on the Use of Immigration Cards of the Unified Format dated October 5, 2004

The government adopted a relevant draft executive order.

11. Rendering state support to the national union of public organisations, the Russian Union of Martial Arts, in the form of paying for the right to host the World Martial Arts Games in St Petersburg in 2013

The government adopted a relevant draft executive order.

12. Allocating to the Government of the Republic of Dagestan budget funds from the Reserve Fund of the Government of the Russian Federation for the Prevention and Liquidation of Emergency Situations and the Aftermath of Natural Disasters and the issue of the  state housing certificate to compensate the damage caused during the counter-terrorist operation carried out  in the village of Buglen, Buinaksk District, the Republic of Dagestan on December 12, 2010

The government adopted a relevant draft executive order.

13. Providing an allowance from the federal budget to the budget of the Udmurtian Republic in 2011 to support measures ensuring the balance of Russian regions’ budgets
