PRESS RELEASE *
The Government Presidium of the Russian Federation, at its September 27, 2011 meeting, adopted the following decisions for the items on its agenda:
1. Draft federal law On Introducing Amendments to Article 8 of the Federal Law on Agricultural Development
The Government has approved the draft federal law, which is to be submitted to the State Duma.
2. Draft federal law On Introducing Amendments to Article 24 of the Federal Law On the Procedures for Entry and Exit to/from the Russian Federation
The Government has approved the draft federal law, which is to be submitted to the State Duma.
3. Draft federal law On Introducing Amendments to Article 40 of the Russian Criminal Procedure Code
The Government has approved the draft federal law, which is to be submitted to the State Duma.
4. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Due to the Delimitation of Authority
The Government has approved the draft federal law in general and will submit it to the State Duma.
The Ministry of Regional Development, the Ministry of Health and Social Development and the Ministry of Finance have been assigned to:
- ensure the introduction of the amendments to the draft federal law prior to its consideration by the State Duma in the second reading, in accordance with the established procedure. The amendments imply establishing a three-year transition period, with federal state standards and regulations requiring the availability of state services in promoting public employment to be valid, including those that are current and those which occurred prior to December 31, 2011;
- study cases when the abovementioned standards were applied to adopt a decision on the advisability of their use upon expiration of the transition period and report on the results to the Government.
5. Draft federal law On Ratification of the Agreement Between the Governments of Russia and Latvia on Eliminating Double Taxation and Preventing Fiscal Evasion Concerning Taxes on Income and Capital
The Government, after a discussion, has approved the draft federal law, which is to be submitted to the State Duma.
6. Draft federal law On Ratification of the Agreement on Applying Information Technology in Exchanging Electronic Documents in Foreign and Mutual Trade on the Common Customs Territory of the Customs Union
The Government has approved the draft federal law, which is to be submitted to the State Duma.
7. Signing an Agreement between the governments of Russia and Serbia on the status of Russian military memorials on Serbian territory and the status of Serbian military memorials on Russian territory.
The Government has adopted a draft executive order on the above issue.
8. Introducing amendments to certain acts of the Government of the Russian Federation
The Government has adopted a draft resolution on the above issue.
9. Introducing amendments to the Statute on the Federal Agency for Forestry
The Government has adopted a draft resolution on the above issue.
10. Considering certain statutes in acts, issued by the Russian Government concerning the authority of the Federal Service for Supervision of Environment, Technology and Nuclear Management, as null and void
The Government has adopted a draft resolution on the above issue.
11. Allocating budgetary provisions from the Russian Government’s Reserve Fund to the Government of North Ossetia – Alania for prevention and relief of emergency situations and consequences of natural disasters and for relief of the consequences of heavy rains which occurred in North Ossetia – Alania in May 2011
The Government has adopted a draft executive order on the above issue.
12. Rendering assistance to citizens injured in the terrorist acts in the city of Makhachkala, Dagestan, on September 21 and 22, 2011
The Government has adopted a draft executive order on the above issue.
