First Deputy Prime Minister Viktor Zubkov holds a meeting of the Subcommission for Customs Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade under the Government Commission for Economic Development and Integration

Participants:

The subcommission has approved a resolution to lower the ad valorem component of the import duty on watches from 20% to 10% (Foreign Economic Activity Commodity Classification Code 9102) provided that the customs-specific rates be raised up to 10 euros per item.

Participants in the meeting have agreed that super viscous oil be assigned its own code in the Foreign Economic Activity Commodity Classification.

Subcommission members have also decided that the import duty on diesel engines for dump trucks and polypropylene should remain unchanged, so as to continue the same level of tariff support for Russian manufacture.

The subcommission has decided against changing the import duties on bottled wines and strong alcoholic beverages.

The meeting participants also have approved a new version of the Customs Union's Foreign Economic Activity Commodity Classification, which was updated in accordance with the changes to the Harmonized Commodity Description and Coding System, which will come into force on January 1, 2012.

Finally, the subcommission has upheld the decision to include hematopoietic stem cells on the Customs Union's list of duty-free items.

The subcommission's resolutions have been recommended for consideration by the Customs Union Commission.
