First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Government Commission on Economic Development and Integration’s Subcommission on Customs-Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade

The subcommission members supported a rise in the import customs duty on ready-made gaskets for internal combustion engines, while at the same time setting a nil import duty on sheet metal with a thickness and nickel content suitable for producing such gaskets. The measure is aimed to support the development of domestic automobile component production.

The meeting participants harmonised a proposal to extend full conditional exemption to ships used to store exported refined products.

Following a discussion, the subcommission also decided to introduce a 5% import customs duty on imported farm harrows, seeding machines and pick-up presses.

The subcommission found it advisable to leave unchanged the present export customs duties on Alaska pollack, American pollack, herring and mackerel, and a 10% import customs duty on Alaska pollack fillet.

The existing customs duty on concentrated apple juice (10%, but no less than 0.05 euro per litre) was also left at its present level.

To preclude the double licensing of wines and spirits, the subcommission approved the Customs Union Commission's draft decision on abolishing licences to import spirits. Import controls will be implemented under the existing laws on wine and spirit production and sales.

The subcommission also approved the Customs Union Commission's draft decisions on amending clauses 2.13, 2.19 and 2.22 of the Unified List of Commodities, whose import or export is banned or restricted by Customs Union member-states within the EuroAsEC in trade with third countries.

In conclusion, the subcommission decided to maintain the grace period earlier established until July 1, 2014 on the import of civilian passenger aircraft seating 50 to 300 travellers.

The subcommission's decisions were recommended for review by a Customs Union Commission meeting.
