Decisions of the May 26, 2011 meeting of the Government:
The Government of the Russian Federation, at its May 26, 2011 meeting, adopted the following decisions with regard to the items on its agenda:
1. The creation and further development of a system for evaluating the performance of regulatory actions in the law-making activity of the Government of the Russian Federation and its Federal Executive Bodies
The Government has taken note of the report presented by the Ministry of Economic Development and has approved the proposed approaches for the further implementation and development of a system for evaluating the performance of regulatory actions, suggested by the Ministry of Economic Development.
2. Execution of the Federal Budget for 2010
The Government has approved the report on the execution of the Federal Budget for 2010 and has submitted it to the Accounts Chamber of the Russian Federation.
The Government has approved the draft federal law “On the Execution of the Federal Budget for 2010” and will submit it to the State Duma.
3. Execution of the budget of the Pension Fund of the Russian Federation for 2010
The Government of the Russian Federation has approved the report on the execution of the budget of the Pension Fund of the Russian Federation for 2010 and has submitted it to the Accounts Chamber.
The Government has approved the draft federal law “On the Execution of the Budget of the Pension Fund of the Russian Federation for 2010” and will submit it to the State Duma.
4. Execution of the budget of the Social Insurance Fund of the Russian Federation for 2010
The Government of the Russian Federation has approved the report on the execution of the budget of the Social Insurance Fund of the Russian Federation for 2010 and has submitted it to the Accounts Chamber.
The Government has approved the draft federal law “On the Execution of the Budget of the Social Insurance Fund of the Russian Federation for 2010” and will submit it to the State Duma.
5. Execution of the budget of the Federal Mandatory Medical Insurance Fund for 2010
The Government of the Russian Federation has approved the report on the execution of the budget of the Federal Mandatory Medical Insurance Fund of the Russian Federation for 2010 and has submitted it to the Accounts Chamber.
The Government has approved the draft federal law “On the Execution of the Budget of the Federal Mandatory Medical Insurance Fund of the Russian Federation for 2010” and will submit it to the State Duma.
6. Measures to provide assistance to children and teenagers in abusive households
The Government has taken note of the report prepared by Minister of Health and Social Development of the Russian Federation Tatyana Golikova and has mentioned the positive experience of executive bodies of the Republic of Buryatia, the Altai Territory, the Perm Territory, and the Vologda, Tambov, Tomsk and Tyumen regions in the given area.
The following instructions have been issued:
1) The Ministry of Health and Social Development, the Ministry of Education and Science, the Ministry of Internal Affairs and the Ministry of Communications, jointly with the federal executive bodies concerned, shall submit a complex of measures to improve the provision of assistance to children and teenagers in abusive households to the Governmental Committee for the Affairs of Minors and Protection of Their Rights, before September 1, 2011, with particular attention to:
the optimisation of interdepartmental coordination mechanisms in the field;
- the introduction of social patronage in problem families;
- methodological support of experts’ work on preventing child abuse and rehabilitating children who were exposed to violence;
- information support for combating violence against children, the strengthening of family values, forming the active citizenship of the population in the field of protecting children’s rights, and providing assistance to children and teenagers in abusive households;
- the elaboration of a performance indicator system for the governing bodies of the constituent entities of the Russian Federation, local government bodies, and organisations that provide assistance to children and teenagers who suffered from abuse
2) The chief executives (heads of the top executive bodies) of the constituent entities of the Russian Federation shall continue to work on providing assistance to children and teenagers in abusive households, with particular attention to:
- the introduction of regional best practices in the given field;
- the development of infrastructure for promoting the prevention of violence against children and the rehabilitation of children exposed to violence, the extension of the list of services provided to families and children, and the implementation of new forms of work in the field;
- providing targeted assistance to families in the organisation of children’s leisure time, health, and activities during school vacation;
- ensuring the constant monitoring of the situation in the field.
7. Draft federal law “On Introducing Amendments to Articles 401, 415 and 43 of the Federal Law on the Public Prosecutor of the Russian Federation”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
8. Draft federal laws “On Investment Partnerships” and “On Introducing Amendments to Some Legislative Acts of the Russian Federation Due to the Adoption of the Federal Law on Investment Partnerships”
The Government of the Russian Federation has approved the above laws and will submit them to the State Duma.
9. Draft federal laws “On Economic Partnerships” and ”On Introducing Amendments to Part One of the Civil Code of the Russian Federation Due to the Adoption of the Federal Law On Economic Partnerships”
The Government of the Russian Federation has approved the above laws and will submit them to the State Duma.
10. Draft federal law “On Introducing Amendments to Some Legislative Acts of the Russian Federation with Regard to Mechanisms for Protecting the Information Rights of Members of Business Associations”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
11. Draft federal law “On the State Reporting System for the Fuel and Energy Industry”
Following its discussion, the Government of the Russian Federation has approved the draft federal law “On State Reporting System for the Fuel and Energy Industry” and will submit it to the State Duma.
12. Draft federal law “On Introducing Amendments to Certain Legislative Acts of the Russian Federation with Regard to the Work of the State Academies of Sciences and Affiliated Organisations”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
13. Draft federal law “On Introducing Amendments to Article 15.25 of the Code of Administrative Offences of the Russian Federation”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
14. Draft federal law On Introducing Amendments to Articles 3.5 and 15.25 of the Code of Administrative Offences of the Russian Federation
The Government of the Russian Federation has approved the above law, in light of its discussion, and will submit it to the State Duma.
15. Draft federal law “On Introducing Amendments to the Federal Law on Currency Regulation and Control with Regard to the Simplification of Currency Control Procedures”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
16. Draft federal law “On Military Compensation and Subsidies”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
17. Draft federal law “On Introducing Amendments to Certain Legislative Acts of the Russian Federation and the Repeal of Certain Legislative Acts of the Russian Federation Due to the Adoption of the Federal Law on Military Compensation and Subsidies”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
18. Draft federal law “On Ratification of the Protocol on the Procedure for the Disclosure of Information, Including Confidential Information for the Purpose of Investigation, that Precedes the Introduction of Special Protective, Antidumping and Compensation Measures in Relation to Third Countries”
The Government of the Russian Federation has approved the above law and will submit it to the State Duma.
19. Submission for ratification to the President of the Russian Federation of the agreement on the procedure for the payment and enrollment of export customs duties (or other duties, taxes and fees having equal effect) for the movement of crude oil and certain categories of oil products from the territory of the Republic of Belarus across the customs border of the Customs Union
The meeting has adopted a draft resolution on the above issue.
20. Submission for ratification to the President of the Russian Federation of the agreement on the procedure of the movement of goods for personal use by individuals across the customs border of the Customs Union and customs operations in regard to the release thereof, of June 18, 2010
The meeting has adopted a draft resolution on the above issue.
21. Signing of the Agreement between the Russian Federation and the Republic of Estonia on Cooperation in Pension Provision
The draft government executive order on the above issue was adopted at the meeting.
The Ministry of Health and Social Development and the Ministry of Foreign Affairs, in conjunction with the relevant federal executive bodies, were instructed to explore the issue of pension provision to persons of dual citizenship or no citizenship formerly from the USSR and to submit their report to the Government of the Russian Federation.
22. Introduction of amendments to certain legislative acts of the Government of the Russian Federation on the import of drugs for medical purposes
The Government has adopted a draft resolution on the above issue.
23. Dissolution of the Governmental Committee for the 2010 National Population Census
The meeting has adopted a draft government resolution on the above issue.
