First Deputy Prime Minister Viktor Zubkov held a meeting of the Government Commission on Protectionist Measures in Foreign Trade and the Customs Tariff Policy

The list includes superheater boilers and components for them; internal combustion engines for vessels; metering pumps and pumps where flow meters can be installed; hand and foot pneumatic pumps; air conditioning systems with and without chiller units; liquid filtration or purification systems and equipment; stationary tower cranes; continuous elevators and conveyors; separate units of machines and equipment for the timber industry; different types of lathes, their components and some other types of equipment.

As of now, such equipment is imported duty-free in accordance with Government Resolution No. 168, dated March 24, 2006, "On Temporary Import Customs Duties Regarding Some Types of Technological Equipment."

The Commission members coordinated the prolongation on a permanent basis of the duty-free import regime for children's car safety seats and raw materials for the production of spectacle frames (Commodity Classifier for Foreign Economic Activities TN VED 3920 73 900 0).

It has been recommended that the zero import duty for components for spectacle frames (TN VED 9003 90 000 0) should be prolonged for six months. The decision was based upon the understanding that none of the Russian producers had informed the Commission of the possibility of producing such components in Russia.

Following their discussion of the issues on the agenda, the participants in the meeting decided that it would be inefficient to change the rates of import customs duties on certain types of equipment for the production of diesel engines. This decision was taken on the basis that Russian enterprises produce similar equipment.

In view of the upcoming discussion of the draft guidelines of the customs tariff policy for 2010 and planning period of 2011 and 2011 at a meeting of the Government Presidium, Mr Zubkov issued instructions that the key provisions of the report of the Ministry of Economic Development should be discussed at one of the next meetings of the Commission.
