Prime Minister Vladimir Putin issues a series of directives following his report to the State Duma on the government’s performance in 2010

Directives issued following the prime minister’s report to the State Duma of the Federal Assembly of the Russian Federation on the performance of the government of the Russian Federation in 2010

April 20, 2011

1. Ministry of Industry and Trade (Viktor Khristenko) to oversee

Ministry of Economic Development (Elvira Nabiullina)

Ministry of Agriculture (Yelena Skrynnik)

Federal Antimonopoly Service (Igor Artemyev)

Develop and submit proposals for further revision of the legislation on state regulation of trade, with a view to simplifying access to chain stores for Russian food-producing companies

2. Ministry of Culture (Alexander Avdeyev) to oversee

Ministry of Finance (Alexei Kudrin)

Ministry of Economic Development (Elvira Nabiullina)

Increase federal spending on arts and culture between 2012 and 2014 with the following objectives:

  • for major repairs of museums, libraries, arts and culture educational institution buildings, and providing new equipment for them
  • creating and modernising emergency warning, disaster relief, security, firefighting, and antiterrorist systems for arts and culture institutions
  • modernising the national system of libraries and information services through extensive adoption of new technology
  • increasing the salaries for federal arts and culture establishment employees, as well as for cultural education institutions to the industry average
  •  museum, library, and repository building construction and reconstruction.

Report back to the government on the implementation of this directive by July 1, 2011

3. Ministry of Finance (Alexei Kudrin) – to oversee

Raise salaries of the lowest-paid employees at federal museums and libraries to the industry average while revising the federal budget for 2011

Consider the feasibility of providing special vehicles to disabled people and submit proposals to the government

5. Ministry of Healthcare and Social Development (Tatyana Golikova) – to oversee

Elaborate measures to improve drug access for disabled people in cooperation with regional executive bodies and report back on this issue to the government

Proposals that require government approval should be submitted separately

7. Government Military-Industrial Commission (Sergei Ivanov)

Expedite the development of the draft for the federal law on amending the federal law On Government Defence Procurement and prepare it for introduction to the State Duma

Develop and submit to the government proposals on improving the mechanism of state support and increasing the funding of programmes for disposing of redundant and obsolete agricultural equipment and replacing it with modern equipment

10. Ministry of Agriculture (Yelena Skrynnik) – to oversee

Review the feasibility of using the training and experimental farm infrastructure to train students from agricultural academies and report the results to the government

11. Federal Agency for Fishery (Andrei Krainy)

Work out a draft for a federal law on non-commercial fishing with interested federal and local executive bodies, associations of fishermen, and organisations for fisheries, and submit it to the government by May 31, 2011

12. Ministry of Finance (Alexei Kudrin) – to oversee

Federal Agency for Fishery (Andrei Krainy)

Review, jointly with the Audit Chamber, the efficiency of the use of federal funds provided through the federally targeted programme for developing and capitalising on the potential of fisheries between 2009 and 2014, in particular the projects to design and build research vessels for the Federal Agency for Fishery

Report the results to the government by May 30, 2011
