First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Government Commission for the Monitoring of and Rapid Response to Changes in Food Markets

Participants:

The meeting participants examined the price situation in the Altai Territory, the Sverdlovsk Region, and the Republic of Dagestan. Altai Territory Governor Alexander Karlin, Sverdlovsk Region Governor Alexander Misharin and Dagestani Prime Minister Magomed Abdulaev spoke about measures to stabilise food markets. Following the results of the discussion, the commission positively assessed the measures taken by regional authorities to develop agro-industrial production, processing and delivery infrastructure, and retail trade. The commission members expressed the opinion that this work will promote the stabilisation of consumer prices if it is carried through.

Those at the meeting also examined prices on the dairy market and measures for its stabilisation. "In February, prices for dairy products grew by 2.1% compared to last December, and this is twice lower than the overall rates of price inflation on foodstuffs (4.2%). According to international classifications, the price of dairy products grew by 0.2% in February – 0.1% lower than the European rate," the first deputy prime minister said.

Viktor Zubkov elaborated that it is necessary to create conditions amicable to the economic interests of all those involved in promoting the product – from production to consumer distribution – as well as maintaining reasonable profitability at each level.

At the end of the meeting the first deputy prime minister instructed the Ministry of Agriculture and the Ministry of Industry and Trade to project the year's price situation on the dairy market within the next month and develop a number of measures to keep it stable while taking due account of the industry's further development.

Finally, commission members examined prices on the seafood market. "The average retail price for frozen fish is 3-4 times more than the fishermen's release prices, and the intermediaries' profit is more than 70%," Viktor Zubkov said. In this respect, the first deputy prime minister recalled the numerous orders of the Russian government to the Federal Fisheries Agency to establish efficient wholesalers and develop fish markets. "I am also instructing the Federal Fisheries Agency with preparing proposals on measures for customs tariff regulation to provide raw materials to the fish processing sector in the off season. I request that the Federal Antimonopoly Service analyse competition in the fishing industry and on the fish market," the first deputy prime minister said. "The product should reach the buyer as fast as possible," he added.
