Deputy Prime Minister Sergei Ivanov addresses the board of the Federal Space Agency

During his address at the meeting, Deputy Prime Minister Sergei Ivanov noted that Russia ranks first internationally in the number of spacecraft launched. "Last year Russia launched 31 spacecraft, while the US launched 16," deputy prime minister said. He added that 114 Russian military, dual-purpose, and civilian spacecraft are orbiting the Earth.

Ivanov also mentioned three unsuccessful launches of GLONASS satellites and criticised the insurance policy covering the accidents. According to that policy, commercial launches are insured in full, while government launches receive minimal coverage. "The GLONASS satellites' unsuccessful launches have cost the government 2.5 billion roubles," Ivanov stressed. He insisted that the Federal Space Agency (Roscosmos) should insure the launches in full and according to market value.

The deputy prime minister then emphasized that responsibility of Roscosmos employees for unsuccessful launches should be enhanced and that independent experts should be involved in investigating the reasons behind the accidents. "We should preclude the situations when those guilty of accidents investigate their causes themselves."

Ivanov cited the following figures as he touched upon the industry's general development: the rocket industry grew by 12.3% and labour productivity by 11.3% last year. He also requested that Roscosmos enterprises be fully reincorporated as joint-stock companies by late 2011 to early 2012.

Finally, the deputy prime minister dwelled on the construction of the Vostochny space centre, claiming that it is necessary to establish a regulatory body on site. "You can't manage the Vostochny space centre sitting in Moscow," Ivanov said. "We need to establish an agency which could make decisions and have respective authorities on site rather than in Moscow."
