Deputy Prime Minister Sergei Ivanov chairs a meeting on counter-terrorism measures for transport infrastructure and major transportation hubs

During the meeting, Mr Ivanov noted that the comprehensive transport security programme adopted in July 2010 and intended for the period until 2014 required improvements. The programme's funds total 46.7 billion roubles, of which 7.8 billion were set aside and used up last year. "This is quite a substantial sum but we know what the results are," the deputy prime minister said.

According to Mr Ivanov, the main issue is not to set aside the money but to organise the work properly and ensure that officials approach it with responsibility.

In this respect, Mr Ivanov suggested considering the issue of setting up a government body to be in charge of transport security. Otherwise, the situation will continue to be as the saying goes: "too many cooks spoil the broth." The deputy prime minister added that all those involved keep shifting the blame for the Domodedovo airport blast. He also emphasised that joint oversight by several agencies was ineffective and "resulted in no oversight at all."

At the same time, Mr Ivanov stressed that "if an integrated agency like this was set up this should not result in a surge in the number of police officers or private security agencies." "We are talking about a government body to be responsible for the entire system of transport security," the deputy prime minister said.
